Grand Marshalls of Rich Hill Independence Day Parade Receive Missouri House of Representatives’ Resolution... JEFFERSON CITY, MO:  Randy and Ellen Hill Bell were the Grand Marshalls of the Rich Hill Independence Day Parade. In addition, they were recipients of a Missouri House of Representatives’ Resolution on July 4.
