BUTLER, Mo – The Butler City Council opened Tuesday evening with the appointment and swearing in of Gayle Cook (number 7), who will complete the term of Shawn McVey from Ward 4, who then sat down and business of the evening began.
Edwin Nelson came before the Council in regards to extending his building permit. After some discussion with Mr. Nelson and Chief Jim Henry it was decided that Mr. Nelson down not need to extend his current building permit since everything on the outside of his home has been reviewed and it is up to code. Henry further stated that if he needed an additional permit later on, he could apply for one at that time.
The Butler Optimist Club received permission to use the old High School gymnasium for an upcoming dodgeball tournament on Saturday, January 10th. The city waived the rent and also cautioned to be careful of the floor, and if there is any damage, they would be responsible for that damage.
The Personnel Committee met at 6:30 to discuss the Senior Taxi guidelines. No written agreement between the City of Butler and the Senior Center has been found. The Committee asked Tom Addleman, City Attorney, to draft an agreement for review and he will present that to Council at a later date.
Casey Koehn, acting City Administrator updated Council on several items – the CDBG demo project is slowly progressing. Kaysinger has sent the notarized bond information to the bond company and waiting to hear back from them. ALM Environmental is currently in the underwriting stage for bonding, as soon as received the asbestos removal process can proceed.
Koehn also reminded Council election filings began on December 16th and will run through January 20th. A new form needs to be completed this year and sent to the state for anyone who files as a candidate for election to a public office. That person will be disqualified in the election if he/she is delinquent in the payment of any state income taxes, personal property taxes, real property taxes on the place of residence as stated on the declaration of candidacy, or if the person is a past or present corporate officer of any fee office that owes any taxes to the state. Mo Form 5120 needs to be signed and notarized for each candidate filing in the April 2015 election.
Koehn also asked permission to review the utility policy regarding customers bringing in a medical statement, if they are delinquent in their utilities, stating that utilities are required for their medical condition. Also reviewing the adjustments made on water bills caused by leaks that caused their bill to be 2 times the average consumption for the previous 12 months. She received permission to sit down with department heads to rewrite the policy and then bring the policy back to Council for discussion or approval.
Discussion during the December 2nd Council meeting regarding renaming the South Park to C.A. Moore Park was also discussed. Trent Diehl and Mary Jo Cook found minutes from January 18, 1966 regarding the purchase of $2,000 worth of land by Mr. and Mrs. Charles Ott that was given to enlarge the Jaycee Park. Currently Koehn is looking for members of the Ott family to discuss renaming the park.
Police Chief Randy Beshore told Council the Department had received a grant in the amount of $8,800.61 and will used to put 4 cages in police cars at a cost of $1,600 each. He also reviewed with Council the two bids to upgrade the computers and servers. Council approved the bid from Computer Isle in Butler for a total cost of $8,599.
Fire Chief Jim Henry also brought two bids to Council to purchase a Light Duty Rescue Apparatus to replace the 1987 unit currently in service. After much discussion, the bid from Maintainer Custom Bodies was approved at a cost of $143,606.78.
