Osage Valley Electric, “ Operation Round up”

Osage Valley Electric Cooperative’s has been dedicated to improving the quality of life for the people in their service area. The do this by not only providing affordable electric service to its members, but also by their active involvement in a number of important community endeavors. One of the most successful community efforts in which they are involved has been the Operation Round Up program.

Operation Round up has proven to be an incredibly successful way in which they are able to assist organizations and individuals in our area. Through Operation round up, Osage Valley Electric “round up” the participating members’ electric bills to the next highest dollar.

For example a member’s monthly bill of $52.73 would automatically round up to $53.00, with the additional .27 cents going to the Operation Round up Fund. On an annual basis, donations average around $6.00 for each participating customer. Those donations are allocated to a variety of worthy causes throughout our service area.

These funds are governed by a board of trustees that is appointed by the Cooperative’s Board of Directors. They meet once a month and thoroughly review applications for assistance. Many electric cooperatives thoroughly out the United States have included this program in their efforts to enhance the cooperative spirit of, “concern for the community.” Small change adds up and can make a huge difference to someone in need.

Over the past 22 years the Round Up Program has allocated funds from the following Counties:

Bates County: $611,625

Benton County: 750

Cass County : $ 202,906

Henry County: $ 303,940

Johnson County: 349

St. Clair County: $ 48,764

Vernon County: $ 35,373

Adrian Optimists Students of Month - March

BATES COUNTY, Mo – The Adrian Optimist Club is pleased to honor Students of the Month from the Miami, Ballard, and Adrian schools. Criteria for this honor center on outstanding academic and civic achievement and school spirit. Staff at each of the schools make the selection, and their decision is based on expansion of these criteria. Selection is based on the criteria, but a student stepping up to a particular task will come to play in it. Each student is honored with a certificate of recognition from the Adrian Optimist Club and $20.00 in Adrian Chamber of Commerce “Chamber Bucks”.

The Ballard Student of the Month for March is Graham Wainscott, senior son of Roger and Lori Wainscott. Instructor, Miranda Bridges states “Graham is a hard worker both in and out of school. This year, Graham has demonstrated some qualities that made him stand out from the rest. He is a Teacher’s Assistant for several elementary classes. Through this responsibility, Graham has developed a connection with those young students that most high schoolers don’t have. Most elementary students cannot walk past him in the hallway without giving him a high five, a friendly nudge, or exchanging an ornery smile. His mentoring ability is why I have nominated Graham for Student of the Month.”

The Miami Student of the Month is Brooklyn Popplewell, sophomore daughter of Michelle and Patrick Popplewell. She shows leadership and is always working to master each new skill. It is a pleasure to work with Brooklyn and she will go far in life with the work ethic and determination she has.” Brooklyn has plans to become an RN at either MIZZOU or Alabama.

The Patrol pilot assisted getting trooper’s and Cass County Sheriff’s deputies into position to successfully deploy stop sticks. The suspect vehicles tires became disabled and began to travel at slow speeds allowing troopers to get back into position to take the occupants into custody. The troopers observed the suspects throwing drug paraphernalia, credit cards and other items out of their vehicle before finally stopping as it traveled the wrong way on Interstate 49 from Missouri 7, in Harrisonville, MO.

Vernon County Identity Theft Press Release

Nevada, MO. – March 27, 2015. “In our modern world, with click-of- a- mouse speed, identity theft is a growing threat to you personally and financially,” says Doug Scotten, Family Financial Education Specialist with University of Missouri Extension.

The United States Bureau of Justice Statistics includes three types of incidents, which are considered identity theft. The incidents include the unauthorized use or attempted use of an existing account, the unauthorized use or attempted use of personal information to open a new account, and misuse of personal information for fraudulent purposes. BJS statistics indicate in 2012, 16.6 million people reported being victims of identity theft in the United States. The number of identity thefts rose 33% from 2005 to 2010.

The top five things identity thieves are looking for are as follows:

– Social Security Number

– Date of birth

– Your full legal name

– Account numbers, (bank and credit card account numbers)

– Online passwords

Once an identity thief has stolen your information, the threat to your personal life and personal finances begins. The U.S. Federal Trade Commission, Identity Theft Survey Report indicates the following uses of stolen information:

50% to access credit card accounts

19% to access bank accounts

10% to access telephone accounts

4% to make loans on items like cars and real estate

4% to access internet accounts

2% to access insurance accounts

1% other

In 20% of the identity theft cases, the information stolen from the victim was used to open up new accounts in the victim’s name. Imagine the damage this can do to your both personally and financially.

If you believe your identity has been stolen or compromised, immediately request a fraud alert from the three major credit bureaus. The three major credit bureaus are TransUnion, Equifax, and Experian. The fraud alert will be placed on your credit line and will stay on your credit report for 90 days. Second, request your credit report from the credit bureaus. You can obtain this by visiting www.annualcreditreport.com or telephoning (877) 322-8228. This will give you the opportunity to review your report to see if your accounts have been tampered with or new accounts have been opened. Third, create an Identity Theft Report. To create this report, submit a report to the U.S. Federal Trade Commission. Document details of the theft and print the document, which will serve as an Identity Theft Affidavit. Take the Identity Theft Affidavit to your local law enforcement agency and file a police report. Obtain a copy of the police report or police report number. The Identity Theft Affidavit and police report make up the Identity Theft Report. Once complete, submit the Identity Theft Report to the U.S. Federal Trade Commission.

There are other forms of identity theft a person should be aware of as well. Medical identity theft occurs when your name or insurance number is used to seek medical treatment, obtain prescription drugs, or file bogus claims with your insurance provider. Identity thieves are also targeting children’s Social Security Numbers to apply for credit cards, loans, benefits, etc. Last, thieves are also committing tax related identity theft, by filing a tax return under a stolen identity.

If you fall victim to identity theft, or believe your identity has been compromised, act fast. It takes time and diligence to resolve the problem. Continue to monitor your credit report, accounts, and change all of your passwords. Keep in contact with involved agencies and your creditors until the situation is resolved.

For more information on issues related to individual and family finances, contact Doug Scotten at the MU Extension office, 100 W. Cherry, Suite 2, Nevada, MO 64771, (417) 448-2560, scottend@missouri.edu.

Thefts From Around Henry County

HENRY COUNTY, Mo – According to Henry County Sheriff Kent Oberkrom, several thefts have occurred over the past week that involve the theft of off-road vehicles and ATV’s. The thefts have been in the 400 block of SE 100, the 100 block of NE 100 and the 40 block of NE 201. The Sheriff’s Office has some leads in these cases, but anyone with information in encouraged to contact Detective Sergeant Mike Nelson at the Sheriff’s Office.

Additional thefts of copper wiring from above ground irrigation systems have occurred over the past several months. The first reported theft was in January of this year in the 100 block of NW 901 road. The second theft occurred sometime between December, 2014 and March, 2015 in the 600 block of NW 850 road. Thieves are cutting the wiring that provides power to these large irrigation systems and then selling the copper from the stolen wiring after they burn off the insulation.

Sheriff Oberkrom says that many thefts are preventable by property owners and solvable by law enforcement with some basic care of your property;

First, be sure to record all serial numbers, vehicle identification numbers, etc where one is available. If the device does not have one, then apply your own identifying number to the device in a hidden spot. This will assist in locating your property if it is stolen.

Second, check your property frequently and install security systems and cameras where property is remotely located. This technology is more affordable in today’s market than it ever has been and has many great features including the monitoring of your property when you are away.

Third, IMMEDIATELY report any activity that is not normal for your neighborhood. Don’t spend time trying to decide whether a vehicle or person is suspicious, if you don’t see them or their vehicle in your neighborhood frequently, CALL law enforcement and report any details you have about the person or vehicle. Don’t be fooled by their slick tongue that asks you about cattle out or directions to town, etc. They are just using the conversation to size you and your property up for a later theft. Get on the phone and report them, IMMEDIATELY!

If you have information about any criminal activity contact your local law enforcement officials at the numbers listed below. You can always call 9-1-1 to IMMEDIATELY report any abnormal activity in your neighborhood.

Advantages and Disadvantages of Credit

The majority of Americans use credit in one form or another on a daily basis. These transactions are easy and most people don’t put much thought into whether they should use credit.

Buying now and paying later has resulted in serious financial difficulties for many people.

“Being aware of the advantages and disadvantages of credit will help you to become a more informed consumer when making purchasing decisions,” said Doug Scotten, a Family Financial Education Specialist with University of Missouri Extension.

The advantages and disadvantages of using credit are as follows:

Advantages include

• Goods and services can be used while you are paying for them.

• Delaying payment for some purchases will give you a greater share of your income to use for other purposes.

• Many credit transactions are more convenient and safer than using cash.

• Credit can be helpful in short-term emergencies.

• Using credit establishes your credit record.

Disadvantages include

• It is easier to spend and harder to resist impulse purchases.

• Delaying payment decreases the amount of future income available to spend.

• Using credit means extra costs. Finance charges, interest, and fees.

• By using credit, you may not shop around for the best deal.

• Misuse of credit leads to a poor credit rating.

The advantages and disadvantages of credit are expanded on in the University of Missouri Extension publication, “Credit in the Family Budget,” GH3341, available online at http://extension.missouri.edu.

For more information on issues related to home finances, contact Doug Scotten at University of Missouri Extension, Vernon County, located at 100 West Cherry, Suite 2, Nevada, MO 64772. Telephone (417) 448-2560 or email at scottend@missouri.edu.

April is Prevent Child Abuse Month

5 Ways You Can Help Prevent Child Abuse!

1. Help Yourself.

When problems of everyday life pile up and you feel overwhelmed – take time out so that you don’t take it out on children. Learn the facts about child abuse and pay attention to the children in your life.

2. Help Children.

Spend time listening to a child, reading to a child or playing a computer game with a child. Children need to know that they are appreciated, loved and capable of following their dreams.

3. Help Others.

Support others with the children in their lives. Child abuse and neglect is a community issue and we can create our homes, schools and communities to be places where children are treated with respect.

4. Get Involved.

Ask your community leaders, groups and institutions to develop services to meet the needs of children and families. Volunteer at agencies that support children and families. Stay informed about local, state and national policies that impact children.

5. Report.

If you have reason to believe a child has been or may be harmed, call the Child Abuse Hotline at 1-800-392-3738 or 911 for law enforcement.

McCaskill Continues Senior Advocacy in Meeting with Top Official

WASHINGTON – U.S. Senator Claire McCaskill this week met with Kathy Greenlee, the Assistant Secretary for Aging, to discuss her commitment to cut down on scams targeting America’s seniors, protect Social Security, and ensure retirees have the savings needed for a secure retirement.

“With the Baby Boom generation entering their retirement years, it’s never been more important to focus on fighting for America’s seniors,” McCaskill said. “Too many elected officials are focused on dismantling programs like Medicare and Social Security rather than protecting them. I look forward to working with Assistant Secretary Greenlee on how we can ensure that older Americans continue to have secure, productive and healthy lives.”

McCaskill, along with Chairman Susan Collins (R-Maine), today will lead a bipartisan hearing on the current challenges facing individuals fighting and caring for those with Alzheimer’s disease. The Senate Special Committee on Aging leads discussion and debate on matters relating to older Americans.

BCMH Hospitalist Program Keeps Adrian Resident Close to Home for Care

Adrian resident Donna Dahman has a complicated health history, especially when it comes to her heart. “I had open heart surgery 27 years ago, and since that time I also have had a pacemaker and two stents implanted, I have congestive heart failure and I had pneumonia three times last year.”

So when Donna was having trouble breathing on Friday, March 6, she went to see her primary care physician, James Miller, D.O., Nursery Street Family Care Clinic. “I have been seeing Dr. Miller for years. Normally, the 10 miles from Adrian to Butler isn’t far, but it feels like 100 when you can’t breathe,” she says.

Dr. Miller wanted Donna to have immediate medical attention and admitted her to Bates County Memorial Hospital’s (BCMH) Critical Care Unit (CCU). “I went straight from Dr. Miller’s office to the hospital,” Donna says.

There, Tony Fangman, M.D., hospitalist, and Mark Galant, M.D., the BCMH lead hospitalist, took over Donna’s care. “I’ve been hospitalized in the city before and realized that Dr. Galant had taken care of me there,” she says. “It was nice to see a familiar face. Dr. Galant put me at ease.”

During the seven days she was in the hospital’s CCU, Dr. Galant oversaw Donna’s care. “Some days, Dr. Galant saw me several times,” Donna says. “He always took the time to answer my questions and explain what was going on with my health to me and my family. He was very focused on my care.”

She also appreciated being in her local hospital. “I am on a first-name basis with a lot of the nurses here,” Donna adds. “When you’re hospitalized, it means a lot to be surrounded by people you know care about you.”

After nearly a week at BCMH, Donna’s condition stabilized and she returned home. “I know that if we didn’t have the hospitalist program, I would have been sent to Kansas City,” Donna adds. “But thanks to this, the doctors were able to keep me here.”

Donna adds that she’s thankful her family and friends also were close by. “It’s a real hardship on your family to have to drive to the city when you’re hospitalized, especially when it’s for a week. It was much more convenient for them to come here.”

Now she’s following up with Dr. Miller for tests to pinpoint additional health problems, but she’s grateful for the new BCMH hospitalist program. “I believe this is one of the best things that’s happened at the hospital in a long time.”

The new BCMH Hospitalist Program is a collaboration with Saint Luke’s Health System and Saint Luke’s Physician Specialists that is bringing a more advanced level of inpatient care to the community. In addition to Dr. Galant, the BCMH hospitalist team includes Tamara Crouse, D.O., Preeti Sood, M.D., and Berhane Solomon, M.D.

Kander Issues Investor Alert on Unity Management Group

Jefferson City, Mo. — Secretary of State Jason Kander today issued an Investor Alert urging Missourians to use caution before investing in Unity Management Group, Inc. His office has ordered the company to stop selling its shares in Missouri after failing to comply with the state’s basic offering requirements for securities. Documents filed with Kander’s office indicated the company sold shares in Missouri at least once.

In July 2014, Unity Management Group sought to sell shares under a federal exemption that permits the sale of securities without registration. Under this exemption, however, Missouri rules require sellers to file a short document, known as Form D, with Kander’s office and pay a filing fee. Although Unity filed the required document, the check was returned for insufficient funds.

Representatives from the Securities Division reached out to Unity Management Group and its counsel on at least six occasions by using contact information provided on the forms to remedy the issue. Kander’s office has been unable to reach any representative of Unity and has received no response to any of these attempts.

“When a company fails to respond to the Securities Division, that’s a red flag,” Kander said. “I encourage everyone to call my Investor Protection Hotline at 1-800-721-7996 before investing their hard-earned savings.”

Rep. Patricia Pike's Weekly

JEFFERSON CITY, MO—The Missouri House wrapped up the first half of the legislative session and reached its annual Spring Break this past week. The first two-and-a-half months of the 2015 session saw the House move legislation out of committee at a near record pace. To date, House committees have voted out more than 200 bills and another 40 plus consent bills. In comparison, the House passed only 200 non-consent bills at this point in time in the 2011 and 2012 sessions combined.

The heavy workload of the committees has resulted in many bills coming to the floor for discussion, and the House has already passed several of the Majority Caucus’s priorities and sent them to the Senate. Already this session the House has approved bills to make Missouri a Right-to-Work state; restore medical malpractice damage limits; protect the integrity of the elections process by requiring a photo ID to vote; and solve the school transfer problem to give kids in failing urban districts new opportunities to learn. In addition, the House has passed a balanced, fiscally responsible $26.1 billion operating budget that will take K-12 education funding to record levels.

Reforming Missouri’s Welfare System (SB 24)

In an effort to place a greater emphasis on helping people get back to work, the members of the Missouri House approved legislation recently to reform the state’s system of welfare. The bill is designed to restructure the welfare system and reinvest the savings in incentives such as childcare, job training and transportation services to get people back into the workforce.

A study completed earlier in the year by the Heartland Institute found that Missouri had only a 14 to 16 percent work participation rate for the Temporary Assistance for Needy Families program. The participation rate ranked Missouri last in the nation and earned the state a grade of F in the report. The bill approved by the House this week would add Missouri to the list of 37 other states that require welfare recipients to take immediate steps to seek employment in order to receive benefits. The legislation also would lower the lifetime limit on assistance from five years to 30 months. The savings generated from the change would then be invested in childcare, education, transportation and job training assistance for participants in the TANF program.

As supporters said on the House floor, the changes are meant to put an emphasis on getting people back to work and out of poverty. They emphasized the need for welfare benefits to be temporary assistance that helps people in need to return to self-sufficiency and independence.

The bill now returns to the Senate with the changes made by the House. In all likelihood the bill will now move to a conference committee where select members from each chamber will meet to iron out any differences.

House Advances Measure to Combat Human Trafficking (HB 152)

The Missouri House took action to address a gap in current law that allows dangerous sex traffickers to advertise in the state without fear of criminal charges. The bill approved overwhelmingly by the House would add the advertising of sexual acts with a minor to Missouri’s existing law against sex trafficking.

During debate on the floor, the sponsor of the bill talked about websites and flyers used to promote the exploitation of children and how law enforcement is currently powerless to stop them. He said his bill would give law enforcement and prosecutors a powerful tool to target and shut down trafficking websites and protect innocent children from harm.

Modeled after the congressional SAVE Act, HB 152 would criminalize any form of advertisement – from online posts to classified ads – if the advertiser knows it could lead to human trafficking. Individuals who engage in such advertising would be guilty of sexual trafficking of a child, which is a felony offense in Missouri with a possible maximum sentence of life in prison.

House Approves Bring Jobs Home Act (HB 325)

Like many other states, Missouri has seen many businesses close up shop in recent years to seek greener pastures outside the borders of the state, and the nation. For some that has meant moving their operations to Mexico or even India where they can keep costs down and profits up.

Last week the House took action to address the problem by passing legislation known as the Bring Jobs Home Act. The bill was approved by House members from both parties with the goal of keeping businesses and jobs in Missouri where they can go to Missouri residents who are ready and willing to work.

To do that, the Bring Jobs Home Act would allow for businesses that move back to Missouri to take a tax deduction of up to 50 percent of the eligible insourcing expenses associated with eliminating a business outside the state and reestablishing it in Missouri. The bill also includes several safeguards, including a cap on the deduction and a sunset, to ensure companies cannot exploit the incentive.

Supporters of the bill said its primary goal is to bring jobs back to the United States, and specifically to the state of Missouri. They called the legislation a simple but effective step the state can take to help create more of the good-paying jobs Missouri families need and want.

House Approves Legislation to Require Childproof Packaging for Liquid Nicotine (HB 531)

Heading into its Spring Break, the Missouri House also passed legislation to protect young people from dangerous liquid nicotine commonly used in e-cigarettes. The bill passed by the House would require that the refillable containers for liquid nicotine be sold in child-safe packaging.

The sponsor of the bill noted that the increasing popularity of e-cigarettes has led to new dangers for children that occur due to contact with the liquid nicotine. She pointed to cases where children have accidentally ingested the dangerous liquids that are often flavored as types of candy or fruit. During discussion on the floor, she reminded the members of the House of the tragic death of a toddler in New York who passed away last year after drinking some of the liquid nicotine. By putting new safety standards in place, the members of the House hope to prevent similar tragedies from occurring in Missouri.

House Moves to Improve Amber Alert System (HB 635)

The Missouri House took action last week to improve the state’s Amber Alert System that is used to alert Missourians when a child goes missing. The House passed HB 635, which is known as “Hailey’s Law” in memoriam of a 10-year old Springfield girl who was abducted and murdered last year.

Hailey Owens was abducted while walking home from a friend’s house in February of last year. Because of the current complicated and tedious process to issue an Amber Alert, it was two hours before one was put out for Hailey’s abduction. After Hailey’s tragic death, her family called for a faster process for issuing alerts, which they believe could have saved her life.

The bill passed by the House this week would integrate the Amber Alert System into the Missouri Uniform Law Enforcement System so that the process is streamlined and expedited. It also would require the Amber Alert System Oversight Committee to meet at least annually to discuss potential improvements to the system. As the bill’s sponsor said, “When a child goes missing every second counts and every additional moment we can give our law enforcement officials to act can mean the difference between life and death. We must do everything we can to protect our young people from harm, and this much-needed change is a positive step in the right direction to ensure tragedies like the one that took Hailey’s life do not happen to other innocent young people in our state.”
