Farm Bill Meeting Scheduled in Vernon County

VERNON COUNTY, Mo – University of Missouri Extension and USDA Farm Service Agency (FSA), will host an educational meeting on Tuesday, February 6 from 1 – 4 pm at the Fairgrounds Diner, Centennial Boulevard, Nevada, MO.


The meeting is free, but registration is requested. Individuals who are interested in participating should register through the Vernon County Extension Office, (417) 448-2560, or by email at vernonco@missouri.edu.


The 2014 Farm Bill contains several provisions that enable farmers and landowners to make decisions regarding their involvement in federal farm programs. Landowners will have the opportunity to reallocate base acres on individual farms as well as update yield information that is used to determine some farm program payments. Decisions regarding acreage and yield updates need to be made before February 27, 2015. Additionally, farmers will have the opportunity to elect to participate in the new commodity programs—Price Loss Coverage (PLC) and Agriculture Risk Coverage (ARC). Decisions on program election need to be made before March 31, 2015.


In the new farm bill, landowners and farm operators are both involved in these program decisions. We hope this meeting will aid in your decision making process as the choices that you make concerning base and yield updates, as well as ARC and PLC elections, will be in effect through the end of this farm bill period (2018).

BATES COUNTY, Mo – Now is the time to sign your child up for the spring 2015 soccer season.


Electric City Soccer Club registration will be held on:

Friday, February 6 from 6pm-8pm,

Saturday, February 7 from 9am-1pm, and

Sunday, February 8 from 1pm-5pm.


Children ages 4 years (as of 8/1/2014) through 12th grade are eligible to enroll to play soccer. Registration will be required even if the child played previously.

Bates County Sheriff’s Office Activity Report

Vehicle Hits Building then Driver Flees

HENRY COUNTY, Mo – According to Sheriff J. Kent Oberkrom, Deputies investigated an accident at Main and Jackson. According the Sheriff’s Office report, a 2008 white Ford Explorer struck another vehicle at the intersection of Main and Jackson Streets.


After striking the other vehicle, the Explorer left the roadway and impacted a building on the northeast corner of the intersection. According to witnesses, two subjects exited the Explorer and ran west on Jackson Street, prior to law enforcement arriving on the scene. No one was injured in the other vehicle.


Evidence at the scene have lead Sheriff’s deputies to seek the whereabouts of Jeremiah P. (J.P.) Evans, age 29 of Windsor. Evans, who has an active warrant for felony property damage, is a person of interest in this leaving the scene of an accident investigation.

HENRY COUNTY, Mo – According to Henry County Sheriff J. Kent Oberkrom, Sheriff Deputies conducted a traffic stop at Main and Center. During the traffic stop, the driver, Shelby Terry, age 48 of Tightwad, was arrested on a 24 hour investigative hold for distribution of a controlled substance (methamphetamine).


A K-9 sniff of the vehicle was conducted by K-9 Osha with a positive alert on the driver side door of the vehicle. A subsequent search by deputies found several packets of a white substance believed to be methamphetamine. The white substance was packaged in a way that is consistent with the sale of the product.


Shelby Terry was transported to the Henry County Detention Center where he was held on a 24 hour investigative hold for possession of methamphetamine with intent to distribute, distribution of methamphetamine and possession of methamphetamine

Mark W. Goebel has joined the Mullinax Funeral Home's Full-time Professional Staff.

BATES COUNTY, Mo – Mullinax Funeral Home & Cremation Services, Inc., is pleased to announce that Mark W. Goebel has joined its full-time professional staff. Goebel, 33, holds funeral director licenses in Missouri and Kansas; embalmer licenses in both states; is a licensed pre-need agent; and a certified Crematory Operator. He is a 2002 graduate of Kansas City, Kansas Community College, where he earned a degree in Mortuary Science. He also studied at Mount Ida College in Boston.


Mark is a fourth-generation funeral director and embalmer. Born and raised in Yates Center, Kansas, he grew up in his family’s funeral business begun by his great-grandfather in 1933. Mark is very familiar with our area. After finishing school, he began working at funeral homes in Louisburg, Kansas and Drexel, Missouri, and went on to eventually manage those locations. When the owner of those firms sold the Drexel, Missouri location to Mullinax Funeral Home in 2006, Mark maintained his affiliation with the Drexel location, assisting there and at our Butler location until present time. Mark has recently left his position of funeral director at the Amos Family Funeral Home & Crematory in Shawnee, Kansas, where he worked since 2008.


“I am grateful that Bates County families have increasingly placed their trust in us these past few years,” said Greg D. Mullinax, owner and president. “As we serve more families, I have seen the need to increase our staff. Mark is the most experienced, competent and capable funeral director and embalmer you could want. Mark joins Greg Mullinax as a full-time funeral director at the main location in Butler, which continues to serve Drexel with a branch chapel there for services. Burglar Investigation Leads to Drugs

VERNON COUNTY, Mo – Vernon County Deputies responding to a call of trespassing and possible burglary in progress on County Road 1244 apprehended a suspect at the scene Thursday afternoon.


According the Vernon County Sheriff’s Office, Daniel A Crawford, 34 of Walker was taken into custody along with a second person whose name has not yet been released. Vernon County Sheriff Jason Mosher said information was obtained from the burglary investigation that led to two separate search warrants being served over the weekend. “We seized a large amount of methamphetamine’s and a truck load of stolen property during the two search warrants.” Sheriff Mosher said the owner of the property has already identified the stolen items but the Sheriff declined to release his name.


Felony warrants for Possession of a Controlled Substance, 2nd degree Burglary, along with a misdemeanor warrant for 2nd degree property damage were issued with a bond of $11,500 cash only. Mosher said the original call was called in by the property owner. “The owner was being vigilant and watching his property and contacted us when he noticed someone on his land. I’m just glad the deputies were able to get there fast enough to catch them.” The Sheriff said there could still be additional charges relating to this case but said he could not release any more information at this time.

HENRY COUNTY,Mo – Care Connection for Aging Services and Golden Valley Memorial Hospital will offer a free event to enroll people in the Health Insurance Marketplace on February 2. Care Connection will have trained counselors there to guide people through the choices of health insurance during its enrollment event from 3:00 to 6:00 p.m. February 2 at Golden Valley Memorial Hospital in the basement computer lab.


The event is aimed at people who need to enroll themselves or their families in the Health Insurance Marketplace this winter. People who come to the event need to bring Social Security numbers and dates of birth for them and their household members and an estimate of their 2015 household income.


Most people must have health insurance or face a fee of 2 percent of their income, or $325 for each adult and $162.50 for each child in 2015 – whichever is higher, according to the federal government. The law requires most people to carry health insurance – either Medicaid, Medicare, a job-based plan or a Marketplace plan. Farming Documentary, Cooking Show

KANSAS CITY, Mo. (Jan. 26, 2015) – Two exciting, new attractions will be featured at the 2015 Western Farm Show, Feb. 20-22, at the American Royal Complex in Kansas City, further enhancing the show’s broad appeal to farming and ranching families: Farmland, a documentary about the care and dedication that goes into producing America’s food supply, and a cooking show conducted by Taste of Home magazine.

MFA Incorporated, the Western Farm Show’s primary sponsor, is presenting Farmland at 1 p.m. Friday, Feb. 20, and at 11 a.m. and 1 p.m. Sunday, Feb. 22, in the American Royal’s Wagstaff Theater. The documentary, produced by the U.S. Farmers and Ranchers Alliance, follows the daily lives of six young farmers, capturing their passion, joys and challenges as they help produce the nation’s bountiful food supply.

The Taste of Home Cooking School, sponsored by American Family Insurance, also a sponsor of the Western Farm Show, is scheduled for 1:30 p.m. Saturday, Feb. 21, in the Wagstaff Theater. Vena “Maxine” (Smithey) Ours was born July 5, 1921 in Hume, Missouri. She was the daughter of James E. and Allie (Sylvester) Smithey. Maxine was united in marriage to Lester Ours on June 13, 1941. Together they owned and operated the Ours Oil Company. Maxine and Lester both had a passion for ballroom dancing and big band music. Entertaining family and friends during holidays or class reunions brought Maxine great enjoyment. She was a proud, longtime member or Beta Sigma Phi. She was preceded in death by her husband, parents, a son Gary Ours, and a brother Kenneth Smithey.


Maxine is survived by her son Jerry Ours and his wife Marcia, Grandchildren; Kyle Ours and wife Tonya, Mark Ours and wife Jennifer, Kerry Dudley, Kacey Chandler and husband Wade, Steve Craigmiles and wife Julie, great-grandchildren; Jordan, and Regan Ours, Mason, and Rhett Dudley, Allie, Kalee, and Jake Chandler, Zack, and Conner Ours, Grant, Haylea, and Garrett Craigmiles and by brothers Homer and James Smithey. Maxine will be forever missed by her family and many friends.

Nevada Police Looking for Theft Suspect

VERNON COUNTY, Mo – The Nevada Police Department is looking for a suspect responsible for theft at the Nevada Recycling Center.


Nevada Police Department Detective Sgt. Steve Bastow says, last week a suspect broke into the Nevada Recycling Center, stealing copper and tools, and damaging the center. Some of the tools stolen belong to employees. The suspect apparently broke into the office, pulling out and emptying drawers, while take additional items such as batteries and charges.


Detective Sgt. Bastow says, the case is moving forward slowly, as they are checking that night’s video from the recycling center and surrounding locations, as well as following-up with people on the possible suspect. Anyone with information regarding this theft is asked to call the Nevada Police Department at 417-448-2710.

Tired of those pesky telemarketers that call during dinner, or when they get you on the line, don’t let you go…good news. The No Call list is a list of residential and cell phone numbers of Missourians who have indicated to the Attorney General’s Office that they don’t want to be called by telemarketers. The law prohibits telemarketers from calling those individuals that have been added to the list, with some exceptions that have been written into the law.


The Missouri’s No Call Law has been expanded to cover personal cell phones in addition to residential land lines. Missourians may now register their cell phone numbers by going to www.ago.mo.gov or by phone at 1-866-662-2551. There is no cost to consumers to get on the list. There will be a cost to telemarketers to get copies of the list.


The Attorney General’s Office will submit names every three months to allow telemarketers time to add names to their no-call lists. There is no expiration date on your registration; however if you change your address or telephone number then you will have to register your new number.

The state law allows certain telemarketers to continue calling consumers on the No Call list. Those exceptions include calls from:

• Telephone companies.

• Those that have a current business relationship with you.

• Those that you have expressly invited or permitted (for example, filling your name and number on an entry form).

• Certain not-for-profit groups if the person calling is a member of the group.

• Persons calling on a referral or working from their homes, or any person licensed for a trade or profession who is setting or attempting to set an appointment.


The National Do Not Call Registry gives you a choice about whether to receive telemarketing calls at home. Most telemarketers should not call your number once it has been on the registry for 31 days. If they do, you can file a complaint at this Website. You can register your home or mobile phone for free.


Scammers have been making phone calls claiming to represent the National Do Not Call Registry. The calls claim to provide an opportunity to sign up for the Registry. These calls are not coming from the Registry or the Federal Trade Commission, and you should not respond to these calls.

Road Closed

St. Clair County Route J will be closed between Route W and SE 1250 Road south of Route 54 west of Collins, Thursday, January 29th from 8:30am to 2pm.


The closure will to allow MoDOT crews to replace a deteriorating drain pipe underneath the road.

Drivers will have to find an alternate route around the closing. Drivers will be able to get to driveways and other entrances on either side of the closing.


However, they will NOT be able to travel through the work zone. Weather and/or work scheduling conflicts could postpone the project.

Missouri House Says "No" To A Proposed Pay Increase

The Missouri House has said “no” to a proposed pay increase for state elected officials and legislators, but the issue still has life in the Senate.


St. Louis State Representative Mike Colona urged the House to allow the raise to go through. He and other Democrats say keeping pay lower means only the rich can afford to run for office.


Senate leaders have hinted that they might allow that raise to go through.

The University of Missouri School of Medicine offers a summer experience for high school students interested in a career in medicine. The MU High School Mini Medical School is a one-week program that gives students a preview of life as an MU medical student. This Mini Med School is intended for students who will begin their senior year in the fall 2015. Application deadline is March 1, 2015 and applications should be submitted electronically. Learn basics of firearms, archery, and hunting during weekend at Windermere March 13–15.

JEFFERSON CITY, Mo. – The Missouri Department of Conservation (MDC) invites families to its first-ever Discover Nature – Families Hunting Skills Weekend workshop on March 13–15


at the Windermere Conference Center on Lake of the Ozarks.


Families with members age six years and older who are interested in learning how to hunt with firearms and archery equipment, and in finding new ways to spend time outdoors together, will have fun learning skills they need.


The workshop will be conducted in a beautiful lakeside setting with sessions taught by professional instructors.


To qualify for the workshop, family members who are age 11 years and older must complete the first part of Missouri’s two-part hunter-education certification. This initial knowledge portion of hunter education can be completed online, through self-study with a student book, or by registering for and attending a four-hour classroom session. The weekend will begin on Friday afternoon with family members having an opportunity to complete the second part of hunter education – a four-hour skills session in which students demonstrate what they have learned through the first knowledge portion.


On Saturday and Sunday, families will participate in three hands-on skills sessions: Introduction to Firearms, Beginning Archery, and Basic Hunting.


All equipment will be provided. Weekend activities will be held outdoors so participants should dress appropriately for the weather.


The workshop is free to all registered participants, but families are responsible for making arrangements for their own lodging and meals through Windermere Conference Center. There are several options for lodging, including Lakeview Lodge, motel, family cabins, and camping. When: 7 a.m. to 3:30 p.m. Monday, Jan. 26


What: Route M CLOSED to allow MoDOT crews to replace a deteriorating drain pipe underneath the road


Traffic Impacts: Drivers will have to find an alternate route around the closing. Drivers will be able to get to driveways and other entrances on either side of the closing. However, they will NOT be able to travel through the work zone.


Weather and/or work scheduling conflicts could postpone the project.

The Appleton City High School Alumni Scholarship Foundation, Inc. was started in 2004. Since that time, they have awarded $51,500 to graduating seniors. This year the foundation will award five $1,000 scholarships.


Applications may be picked up in the HS Counselor’s Office. Scholarships are awarded for any type of advanced training. It does not have to be a traditional college and no grade point is required. Judges are out-of-town alumni and the applicant names are removed from the forms.

Promote And Protect Local Communities Through Broadband Access

Washington – U.S. Sens. Cory Booker, D-N.J., Edward J. Markey, D-Mass., and Claire McCaskill, D-Mo. this week introduced the Community Broadband Act to preserve the rights of cities and localities to build municipal broadband networks. Internet access is increasingly a necessity, yet rural and low-income communities continue to face barriers to broadband adoption. Municipal broadband can often provide an affordable, reliable option.


“Folks in small towns and rural communities should have the same access as everyone else to the Internet, and the jobs and business opportunities it brings,” McCaskill said. “Large Internet providers too often aren’t willing to offer service in rural America, so this bill ensures local communities can come together to provide their residents with access to the opportunities high-speed broadband offers.”


“As Mayor of Newark, I saw firsthand the value of empowering local communities to invest and innovate. The Community Broadband Act provides cities the flexibility they need to meet the needs of their residents,” Booker said. “This legislation will enhance economic development, improve access to education and health care services, and provide increased opportunity to individuals in underserved areas. At a time when local governments are looking for ways to ensure their communities are connected and have access to advanced and reliable networks, the Community Broadband Act empowers local governments to respond to this ever-increasing demand.”


“Barriers at the state level are preventing communities from developing local solutions when there is little or no choice in their Internet service provider,” Markey said. “This legislation will support the ability of cities to decide for themselves whether or not they would like to build their own broadband networks and provide community members with high speed Internet service. I thank Senator Booker for his leadership introducing the Community Broadband Act, which will support more options in the broadband market and greater local choice. I also continue to urge the FCC to act now to use its authority to end any restrictions placed upon local communities to make these decisions for themselves.”

Missouri Property Tax Credit

BATES COUNTY, Mo – Roger Pruden, Assessor of Bates County, would like to inform senior citizens and disabled persons with limited incomes about a program that offers property tax relief.


The Missouri Property Tax Credit (MO-PTC) provides refunds of income tax credits for a portion of the real estate taxes or rent paid and total household income. “Rent” includes money paid for a home, a room in a nursing home, an apartment, or a mobile home unit.


Under MO-PTC, more commonly known as “circuit breaker”, a person may receive a credit or refund up to $1,100. Residents of a facility that is exempt from property tax do not qualify for the tax credit.


To qualify for this program an individual or individual’s spouse must either:

• Be 65 years of age or older as of December 31st of the tax year,

• Be 100% disabled or a disabled veteran, or

• Be 60 years of age or older on or before December 31st of the tax year and have received surviving spouse social security benefit.


The household income for “a married filing combined” must be $34,000 or less and $29,500 or less for all single applicants and that property tax or rent for the tax year in question was paid on the primary residence.

Jefferson City, Mo: As our third week of session in the Missouri House of Representatives progressed this week, we observed the Dr. Martin Luther King, Jr. holiday, heard Governor Nixon’s State of the State Address (below), Supreme Court Justice Mary Russell presented the Judicial Address and our Committees began meeting.


The House voted on and passed HCR 4 this week. It was a resolution that rejected proposed politician pay raises for state official as proposed by the MO Citizens’ Commission on Compensation. If passed, this bill would have cost an additional $3.8 million a year to the state. We are continuing to look at ways to reduce the size of government and support Missouri businesses and industry.

Currently there are only approximately 1,200 dairy farms and 88,000 dairy cows statewide. Missouri is buying raw milk from many states including Kansas, Texas, and Illinois. This bill passed in the Agriculture Committee and will move forward to the Agriculture Select Committee to consider the bill. I anticipate it will be voted on the House floor the last week of January or soon after.

School Board Recognition Week: During the week of January 25-January 31, 2015, communities across Missouri will be honoring the dedicated service of their local school board members. Removal of Bridges to Close Whitton Expressway Weekend of Feb. 6

Drivers planning to travel through Jefferson City on the Rex Whitton Expressway portion of U.S. Route 50 will have to make alternate plans on the weekend of Feb. 6


to allow for the removal of two bridges.


The work is taking place as part of the Lafayette Street Interchange project, a two-year, $20.3-million project to improve safety and traffic flow along Route 50. This project includes building a new interchange at Route 50 and Lafayette Street; adding a lane in each direction on the Whitton Expressway from Monroe Street to Lafayette Street and from Lafayette to Clark Avenue; and improvements to six bridges along the corridor.


Route 50 (Whitton Expressway) West in Jefferson City will be closed from Clark Avenue to Monroe Street and Route 50 East will be closed from Madison Street to Clark Avenue to remove the Jackson Street and Chestnut Street bridges, which carry vehicles over the expressway. The Route 50 closure will take place from 7 p.m. on Friday, Feb. 6 until 6 a.m. on Monday, Feb. 9.


Motorists, particularly those who drive large trucks, traveling both directions on Route 50 are advised to use the following detours during the closure:


· Traveling East: Detour to Route 54 to Route B to Wardsville to Route M through Taos and back to Route 50.


· Traveling West: Detour to Route M through Taos and Wardsville to Route B to Route 54 back to Route 50.


Signs will lead motorists through the detours during the closure. Electronic message boards will be placed along the route in advance of the closure to inform motorists of the closure and the detours.


Both bridges will also be closed in preparation for their removal and replacement. The Jackson Street bridge will close at 9 a.m. on Thursday, Feb. 5 and will remain closed until completion in the fall of 2016. The Chestnut Street bridge will close at 9 a.m. on Friday, Feb. 6 and will remain closed until completion in June of this year.


“Contractors will be working around the clock to remove the bridges and reopen the expressway as soon as possible,” said Missouri Department of Transportation Resident Engineer Terry Imhoff. “As a result, residents in the area will experience some noise over the weekend. We appreciate the patience and understanding of the public while we complete this part of the project.”


All work schedules are subject to change due to weather conditions.

State Rep. Joshua Peters Sponsors Missouri Promise Scholarship Act

JEFFERSON CITY, Mo. – State Representative Joshua Peters of St. Louis wants to open the door to future success for thousands more Missouri high school graduates. He is sponsoring a bill to offer scholarships for free tuition


to anyone seeking an associate’s degree from an accredited institution of higher learning in Missouri. “Without some sort of college degree, the path to meaningful employment is often closed tight for tens of thousands of Missouri students. Having no financial prospects for being able to afford college, many become disillusioned and drop out of high school. Knowing that two years of college tuition for an associate’s degree is waiting for them will also be a great inducement for students to graduate from high school,” explained Representative Peters.


The bill provides for the program to be administered by the Coordinating Board for High Education. To be eligible a student must have a high school diploma, certificate of high school graduation, high school equivalency certificate, or completion of high school as a home school student. The student must also be enrolled as a full-time student in a post-secondary institution of higher learning. Students must then complete an application for the Missouri Promise Scholarship during their first year of college enrollment.


“To continue to receive the scholarship, students will need to keep their grades up and participate in mentoring and community service programs as determined by the Coordinating Board for High Education,” explained Representative Peters.


“By helping others and helping the community they are also helping to justify the expenditure being made on their behalf by the State of Missouri towards their futures. The state and taxpayers also benefit because it has been shown that those with college degrees earn more over their lifetimes than those without degrees. They therefore pay more in taxes over their lifetimes. By having an educated workforce, Missouri will also be positioning itself to meet the needs of employers and help companies to make the choice in favor of locating in a state that offers such a program,” Representative Peters emphasized.

Alison Kathryn Brown, is a white, female, age 16, hgt 507, 200 lbs, brown hair, blue eyes, fair complexion, with freckles, glasses, a brown mole on the left palm, 1″x2″ birth mark on upper right thigh, wearing unknown clothing carrying a Harry Potter backpack.


Brief circumstances regarding the Endangered Missing Person incident (Include pertinent medical, mental, or other well being information) At approximately 0130 hours, Alison Brown is suspected to have run away from her residence through the back door after a recent argument with her mother. She expressed during the argument that she was depressed. Alison has a history of suicidal thoughts and fleeing from or failing to comply with law enforcement. Her whereabouts are unknown by the family of any known associates or acquaintances.


Anyone seeing the missing person, suspect, associate, or vehicle, or anyone having any information related to the endangered missing person should immediately dial 911 to contact the nearest law enforcement agency or call the Odessa Police Department at 816-230-4444.

BATES COUNTY, Mo – Congratulations are in order – Bates County is one of the 50 communities that have been selected to advance to the Semifinal round of the $5 Million Georgetown University Energy Prize, a national competition that challenges small- and medium-sized communities to develop and implement creative, sustainable, and replicable strategies to save energy. Also thanks go out to Bates County Economic Developer Elizabeth Ogg, for her tireless work, along with members of her committee, that are spearheading this great effort.


Over the next two years, Bates County will work together with the County, the cities of Adrian, Butler, and Rich Hill, Kansas City Power and Light, Osage Valley Electric Cooperative, MCPower Companies, Roof Power Solar, residents, energy efficiency experts, and others to implement an energy-saving plan that will not only deliver financial benefits to residents, but will also help ensure the long-term sustainability of our community. Most importantly, new approaches will be developed that other communities can replicate—so that Bates County can do its part to secure our nation’s energy future.


In competing for the Georgetown University Energy Prize, Bates County intends to focus on three main areas of improvements:

•Energy improvements to the home.

•Making improvements to city facilities so that it can save on energy and money.

•Making energy updates in all the local school districts and educating the students in the process.


Stage 3 will be from January 2015 through December 2016. Stage 4 will be the finalist selection; judging and awards that will take place January through June of 2017.

Charles Robert Raysik, age 73 of Archie, Missouri died Monday, January 19, 2015 at Research Medical Center in Kansas City, Missouri. He was born June 2, 1941 to Steve and Katie Marie Craig Raysik in Bates County, Missouri.


Charles is survived by his wife, Kathleen Raysik of Archie, Missouri; two sons, Anthony Raysik of Claycomo, Missouri and Scott Raysik and wife Lynn of Lawson, Missouri; two daughters, Deborah Allen and husband Scott of Kansas City, Missouri and Eden Ecklund and husband Russell of Grandview, Missouri; two stepdaughters, Rebecca Tombaugh and husband Doug of Kansas City, Missouri and Michaela Waters and husband Jim of Parkville, Missouri; two brothers, Steve Raysik of Deepwater, Missouri and Jim Raysik and wife Becky of Clinton, Missouri; one sister, Ada Ann Morris of Montrose, Missouri; 18 grandchildren and 10 great-grandchildren. He was preceded in death by his parents; and one stepson, Jack Shelton.

BUTLER, MO – The Butler City Council chambers were filled to capacity Tuesday evening as interested parties came to find out what the City Council would do with the gift of the Maple Senior Living Complex. The gift of the complex came from Atria Management Company LLC of Louisville Kentucky, after low census made closing the facility was more cost effective than keeping the doors open at a revenue loss.


Information not speculation was discussed on Tuesday evening as both the City Council and those seeking to keep the facility open came together to discuss the possibilities of what could or would happen to the facility.


Those in favor of keeping the facility open included Robb and Laura Fritts, whose mother Norma, was a resident of Maple Senior Living. Robb told Council and those attending he was aware that the City was NOT the culprit in this, but the management company that seeming had a bad business plan and wasn’t marketing the facility as it should have been.


The goal of everyone that spoke, which also included Anne Swanson, a Bates County Social Worker and Cathy Wright, who lives in the neighborhood, was for the facility to remain open as a Senior Living Complex.


Tom Adelman, City Attorney stated in his memo to the City it was not feasible for the City to run the facility due to all the regulations, liability issues, as well as the City not having adequate funding to run such a facility.


Medicalodge Administrator Misty Brooks told Council that marketing the facility to companies such as those who own Medicalodges or Willow Lane might be the best solution. Medicalodge, Bristol Manor and Willow Lane all offer different levels of care and medical certifications and since Maple is a level 2 facility, capable of handling residents with more medical issues, wheelchair accessibility and having medical supervision, it would be a good marketing tool should the City decide to sell the facility. Council made no decision at this time other than accepting the gift by a unanimous vote.


There was other business Tuesday evening; asbestos removal has been competed on 9 of the houses slated for demolition. 8 houses are at a standstill until back taxes are paid on the property, and City Clerk Casey Koehn is still working on this problem.


Darlene Bloom received permission to use the Old High School gym for a local cheerleading group, after Council determined they had their own liability insurance.


Fire Rescue Truck financing bids came back on January 15th with Council voting to keep it local and the bid went to Community First Bank with a 2.95% interest rate for 5 years. Others bidding included the Community Leasing Partners, Adrian Bank and Security Bank.

The utility policy revision was discussed in Committee with no decision made. It will be brought up at the next meeting.


Ron Dunlap was approved by the Planning Commission to enlarge the Hooterville trailer court by adding 6 additional trailers. A public hearing will be held on February 3rd to further discuss the issue and then will be brought to Council for approval.


Parks and Recreation and the Vision Committee will join together for a moving night in March at the Old Butler High School with the Date to be determined.

The Lee’s Summit Police Department has issued an Endangered SILVER Advisory for a missing adult incident that occurred at 721 NE Tudor Rd at 1230 PM. on 012015.

The endangered SILVER advisory missing adult is:


Lawrence Lawyer, a white male, age 71, 5’8″, 202 pounds with gray hair and blue eyes, last seen wearing a brown and yellow plaid shirt and blue jeans.


Diagnosed Medical Condition(s): Alzheimer’s and Heart Condition


Vehicle Information:

Beige, 2001, Mercury Grand Marquis, bearing Missouri license BR80V, last seen at 721 NE Tudor Road, Lee’s Summit, unknown direction of travel from there.

Lawyer left his home in Lee’s Summit after becoming upset with family members. He commented that he wanted to move back to Florida. Lawyer does not have his medication with him.

Man Arrested for Stealing Mail

VERNON COUNTY, Mo – A Nevada resident was arrested Friday afternoon by Detectives with the Vernon County Sheriff’s Office after a warrant was issued for felony stealing involving the theft of mail.


According to a press release from the Vernon County Sheriff’s Office, deputy’s recovered a vehicle that was stolen from Nevada and found mail they believed to be stolen along with it.


The mail is believed to have been stolen from nearly 25 victims in the county, most of whom did not even know they had any mail missing until a detective knocked on their door and returned it. With the conclusion of the mail theft case, a warrant has been issued for the theft of mail along with a warrant for the theft of a vehicle on a case worked by the Nevada Police Department. Detectives from both agencies worked together on the case.


Sheriff Jason Mosher said the speed at which this case was finished was due to the cooperation of the two agencies working together. “The stolen truck was a Nevada PD case, and the mail was a county case but we believed there was one suspect. Detectives worked together on the case and both filed for warrants around the same time.” The Sheriff said Ronald W Harp, 41 of Nevada was arrested at his home in Nevada Friday without incident and is being held in the Vernon County Jail on bonds totaling $7,500.00.

Petition to Product, Sell, Distribute and Consume Marijuana Approved for Circulation for 2016 Ballot

Jefferson City, Mo. — Missouri Secretary of State Jason Kander today announced that an initiative petition relating to the production, sale, distribution and consumption of marijuana and hemp products met state standards for circulation.


The official ballot title for the initiative petition, 2016-009, reads:

Shall the Missouri Constitution be amended to:

• allow the production, sale, distribution, and consumption of marijuana and hemp products by persons at least 21 years old;

• permit the state to establish a tax and authorize regulations and licensing procedures for marijuana;

• change criminal provisions for marijuana offenses and allow individuals who have certain marijuana-related offenses to apply to have the records relating to the offenses expunged; and

• allow the use of marijuana for medical purposes?


State government expects $1 million in startup costs and annual operating costs starting at $4.9 million, possibly offset by unknown savings in the criminal justice system. Legislative and agency actions will impact potential increased state revenue. The annual revenue increase is unknown but could exceed $75 million. The fiscal impact to local governments is unknown.


Before any constitutional changes can be brought before Missouri voters in the November 2016 election, signatures must be obtained from registered voters equal to eight (8) percent of the total votes cast in the 2012 governor’s election from six of the state’s eight congressional districts.

Signatures on behalf of all initiative petitions for the 2016 ballot are due to the secretary of state’s office by no later than 5 p.m. on May 8, 2016.


Before circulating petitions, state law requires that groups must first have the form of their petition approved by the secretary of state and attorney general. The secretary of state then prepares a summary statement of no more than 100 words, and the state auditor prepares a fiscal impact statement, both of which are subject to the approval of the attorney general. When both statements are approved, they become the official ballot title.

Butler Resident President Obama’s Guest

WASHINGTON, D.C. – Victor Fugate, Butler, MO, a man who introduced Obama at an appearance at the Uptown Theater, in July, will be among the president’s guests in the audience for the State of the Union address Tuesday night. Fugate wrote to President Obama about his personal situation, and has been able to pay his student loans because of a new program capping monthly payments.


Typically, the White House invites people whose personal stories illustrate themes in the speech to sit with the first lady.

Fugate first wrote to the president three years ago, telling how he went from being an unemployed new father to obtaining his degree and helping low-income patients obtain medical care, according to the White House. He currently works with an agency of the Missouri Department of Mental Health.


Fugate credits the Income-Based Repayment Plan for allowing him to complete his education, according to the White House, which said the program allows Fugate and his wife to pay off their student loans at an affordable rate.

The State of the Union Address will begin at 9pm Eastern Time, and delivered from the Chambers of the United States House of Representatives in Washington, D.C.

The 2014 Farm Bill contains several provisions that enable farmers and landowners to make decisions regarding their involvement in federal farm programs. Landowners will have the opportunity to reallocate base acres on individual farms as well as update yield information that is used to determine some farm program payments.


Additionally, farmers will have the opportunity to elect to participate in the new commodity programs – Price Loss Coverage and Agriculture Risk Coverage. The University of MO Extension and USDA Farm Service Agency (FSA) will host an educational meeting on Tuesday, January 27th from 1 – 3pm at the First Baptist Church in Osceola (505 Walnut Street).

Vernon County Special Response Team Surpass Minimum Requirements

VERNON COUNTY, Mo – The Vernon County Sheriff’s Office Special Response Team has transitioned to new training standards. Vernon County Sheriff Jason Mosher says, members of the Special Response Team were recently retested with the new higher standards, with members surpassing the minimum requirements.


The new training standards include, physical fitness, one mile run, disassembling and reassembling their firearm, as well as shooting in full gear while moving from cover to cover, and shooting from various positions.


The Special Response Team was formed last year to receive advanced tactical training and practice, on responding to armed suspects, hostage situations, and serving high risk warrants.


Sheriff Mosher says, the formation of the team had one main purpose, to better protect life during life threatening events. Each member of the team attended the Joplin Police Department SWAT School last year.

Nevada Police Arrest Burglary Suspect

VERNON COUNTY, Mo – A California resident has been arrested in connection to burglary cases in Nevada. The Nevada Police Department Officials concluded an investigation into several burglaries that occurred in Nevada.


Officers were dispatched on December 28th to three separate overnight burglaries in different parts of the community. Little evidence was recovered at the time, but Officers discovered unlawful entry was made through unsecured garage doors, which allowed entry into the homes. Victims reported cash, credit cards, and computer equipment stolen in the incidents.


On January 9th, Texas authorities arrested 24 year old Justin Beckwith, who has apparently been involved in a nationwide crime spree. At the time of his arrest, Beckwith was driving a stolen car from Virginia, and was wanted on robbery charges from Florida.


Local police recovered items of property stolen from the Nevada residents. Nevada Police Detectives continue their investigation in partnership with Texas authorities, and are arranging return of recovered property.


Beckwith is now facing charges for Burglary, Stealing, and Theft of a Credit Device in Vernon County. Beckwith remains in custody in Potter County Correction Center in Amarillo, Texas on multiple charges from several states.

BATES COUNTY, Mo – Harmony Mission Chapter, Daughters of the American Revolution announces it is time for Seniors to apply for the Irene and Leeta Wagy Memorial Scholarship. The applications must be postmarked by March 1, 2015.


The scholarship honors the late Irene and Leeta Wagy, and is funded through the estate of the late Irene and Leeta Wagy. This scholarship is for $500 a semester, renewable up to a total of $4,000. It is offered to a senior from one of the following area school districts: Adrian, Appleton City, Ballard, Butler, Hume, Miami and Rich Hill.


Any interested student: public, private or home schooled may apply. The scholarship is available to be used at any Missouri institution of higher learning, including technical schools. For more specific information, see the counselor at your high school.

U.S. Postal Service Proposing Slight Increases

It may cost you a few pennies more to mail letters in the near future. The U.S. Postal Service is proposing slight increases for mailing letters and postcards – but leaving first-class “Forever” stamps at their present 49 cents.


Under a filing with the Postal Regulatory Commission, letters to international destinations would rise from $1.15 to $1.20. Postcards would rise from 34 cents to 35 cents. The proposed increases would become effective on April 26.


On first-class mail, every ounce over 1 ounce would cost an additional 22 cents, up from 21 cents. And letters to all international destinations would go from $1.15 to $1.20.


The filing does not affect Postal Service shipping products and services.


According to the Postal Service these price increases are the latest in a series of steps “to achieve financial stability.”

Ruth Anne Grizzell, 80 of Butler, Missouri passed away January 17, 2015 at Willow Lane Nursing Center in Butler. Funeral services will be 10:30 AM Wednesday, January 21, 2015 at Ohio Street United Methodist Church in Butler with Pastor Sandy Schaller and Rev. Ron Dunlap officiating. Visitation will be Tuesday evening from 6-8 PM at the Mullinax Funeral Home (660-679-0009) in Butler. Interment will be in the Oak Hill Cemetery in Butler. Contributions are suggested to the Ohio Street United Methodist Church, or Happy Hill Church of God, and are being received at the funeral home. Messages of condolence may be left at www.mullinaxfuneralhome.com. The family requests that in celebration of Ruth Anne’s life, guests wear purple to the funeral services.


Ruth “Ruthie” Anne (Rippee) Grizzell was born October 24, 1934 in Wright County, Missouri in “a little log cabin across the creek from Grandma’s house.” She was the daughter of Marion Virgil and Lois Marjorie (Pyatt) Rippee.


Ruth Anne was raised and went to school in Southwest Missouri before marrying her husband David; starting in Niangua, Mo. to Independence, Mo., and settling in Butler in 1953. They had five children: David, Jess, Cynthia, Carol and Lisa. Ruth was a mother and business partner; Ruth and David had started a small business and purchased the first Bass Pro Shop franchise, and added a variety of cheese, liquor and gifts.


Ruth was very active in the United Methodist Church and choir. She was a member of Beta Sigma Phi Sorority, and served on various committees of the Bates County Fair, Dairy Women (Dairy Day), Bates County Career Women, United Methodist Women, and she also coached softball and bowling. She loved music and enjoyed the Lyle Norman Players. She also loved the Sunday evening Happy Hill church services. Her hobbies included golf, bridge, flowers, and crocheting. Ruth also enjoyed opening her home to her kids and their friends as a place to hang out, and later received much joy from her numerous grandchildren and great-grandchildren. She was a true fighter to the end and will be missed by her family and friends.


Ruth is preceded in death by her parents; husband David Luther Grizzell, Sr.; son David Luther Grizzell, Jr.; and great-granddaughter Hannah Nicole Saulsbury. She is survived by a sister, Sarah Freeman of Springfield, Missouri; daughter-in-law Barbara Grizzell of Raintree with grandchildren Jennifer and Curt Talley of Lake Winnebago, Mo., (parents of great-grandchildren Isabella Talley and Brooks Talley); grandchildren Abby Grizzell of Lee’s Summit and Taylor Grizzell of Greenwood; son Jess Grizzell and wife Cindy of Waynesville with grandchildren Valerie Saulsbury-Effertz (mother of great-grandchildren Hunter Saulsbury, Macy Saulsbury and Chase Effertz); granddaughter Tracey Grizzell Rapp and husband Jeff of Butler (parents of great-granddaughter Sophie Cummings); grandson Matthew Grizzell and fiancé Megan Ramsey of Olathe, Kansas; and grandson Trevor Grizzell of Kansas City, Missouri; daughter Cynthia Grizzell Breon and husband Steve of Kansas City, Missouri, with grandson Bobby Breon and wife Leslie of Overland Park, Kansas and granddaughter Andrea Breon Daniels and husband Billy of Overland Park; daughter Carol Grizzell of Peculiar, Missouri with granddaughter Magan Schmidt of Madison, Wisconsin; daughter Lisa Grizzell Tenholder and husband Jim of Butler, with grandchildren Liz Tenholder of Butler, Brian Tenholder and wife Nikki (parents of great-grandchildren Brunson, Kayden and Reagan); granddaughter Delaina Tenholder Newsome and husband Shawn of Harrisonville (and great-grandchildren Chloe and Gabriella “Gabby”); and grandson David Tenholder of Butler.

Undercover Agents Arrest Michael Krietler on Unlawful Possession of Firearm

BATES COUNTY, Mo – In the first week of January the Bates County Sheriff’s Office and the Butler Police Department were made aware of a subject who was asking for assistance in the murder of his ex-wife. The subject was looking to purchase a firearm for that intent. The subject is restricted from possessing a firearm because of multiple felony convictions.


On 1/14/2015 an agent from the CNET Drug taskforce posed as the seller of a small caliber pistol. The suspect was identified as Michael H Kreitler DOB 09-16-1950 of Butler. Michael Kreitler made contact with a person who was selling a gun on the internet and agreed to purchase .32 caliber North American arms handgun for $325.00. Michael Krietler agreed to meet the seller of the gun in the parking lot of the old Walmart in Butler. What Michael was unaware of was he would be purchasing the handgun directly from a CNET undercover agent. An arrest team was in place waiting for Michael Krietler to arrive. Once Michael Krietler arrived he got into the undercover agents vehicle to purchase the firearm. After the purchase of the firearm Krietler then exited the vehicle and was immediately arrested by the Bates County arrest team.


Krietler was transported to the Bates County Sheriff’s Office and has been charged with unlawful possession of a firearm. Bond was set at $50,000 cash only. Krietler is also being held on 3 warrants for Probation and Parole for 3 counts of Probation Revocation. Bonds on each of those were set at $30,000 cash only.


Krietler had previously pled guilty in regards to domestic violence charges and possession of a controlled substance.

Update on Theft Investigations

BATES COUNTY, Mo – On 01-09-2015 Bates County Deputies took a report of Burglary that occurred in the Adrian area. This rural Adrian residence was broken into and the following items were stolen from the residence.

John Deere Anniversary gun safe, Taurus 9mm SSN# TIA66263,

Taurus 9mm TUE 48303, COLT POLICE .38 special 806492

Remington 1100 R128664K, Winchester 308 96034110

Savage 20 gauge shotgun.

The 9mm Taurus 48303 was located in the possession of a white male. The suspect was arrested in the Kansas City area. This male subject is a convicted felon. This is an open investigation. Due to these facts the Bates County Sheriff’s Office cannot release the name of the suspect at this time.


The Bates County Sheriff’s Office believes there to be multiple suspects involved in this case.


NEW INFORMATION AND CONTINUATION OF THE ABOVE INVESTIGATION!


The above Investigation led Bates County Investigators to Kansas City Kansas. Bates County Investigators and The Kansas City Kansas Police Department along with an ATF investigation confirmed an undisclosed location in the Kansas City Kansas area where the stolen items were being kept. Based on this information Kansas City Kansas Police Department received a search warrant for the Kansas City Kansas residence. The Kansas City Kansas Police Department’s Tactical team executed the search warrant on the residence on 01-14-2015. The Kansas City Kansas Police Department, ATF and the Bates County Sheriff’s Department processed the scene. They were able to recover the stolen John Deer safe and one of the stolen firearm’s a Colt Police Special, and ammunition. Two Hispanic Males were arrested at the scene. A third suspect Lonnie Dobbs, wanted in questioning and is a parole absconder was taken into custody by Kansas City Police on 01-15-2015.


Charges are pending on the suspects involved and the investigation continues with hopes of recovering more property.
