BCSD Arrests Montrose Felon

BATES COUNTY - On 6/25/13, Bennett R Ivlow W/M 4/23/80 a convicted felon from Montrose Missouri, was arrested by the Bates County Sheriff’s Office and has been charged with 4 Counts of Assault 2nd Degree, 2 Counts of Armed Criminal Action and 2 Counts of Endangering the Welfare of a Child in the 1st Degree. Ivlow’s bond was set by Judge Hopkins at $80,000 cash only.

The charges come from an incident on 6/25/2013. Bennet’s ex-girlfriend, Ashley Walker of Belton went to Bennet’s residence in Montrose with Bennet’s sister, Marna Ivlow, to pick up their two minor children.

Walker left the residence with the two children and was driving back toward Butler on H Highway when Bennett and his father, Denver Ivlow W/M 9/15/44 (69), began chasing them in a vehicle.

Denver passed the vehicle with Walker and the children and forced it to stop in the middle of the roadway. At that point Bennett exited his father’s vehicle and fired one round from a .45 caliber handgun.

The bullet entered the windshield just above the wipers and stopped in the dash of the vehicle. Bennett’s sister Marna, the driver of the Walker vehicle, sped off around Denver’s vehicle continuing toward Butler. Denver continued to chase the Walker vehicle leaving his son Bennett along the roadway.

Denver again passed the Walker vehicle and came to a stop in the middle of the roadway forcing the Walker vehicle to stop once again. Denver then put his vehicle in reverse and rammed the front of the Walker vehicle.

The Walker vehicle was able to drive around Denver’s vehicle again and continued on into the Butler area. The two victims flagged down a Deputy at a gas station in Butler and reported the incident to him.

Denver and Bennett returned home to Montrose and called the Henry County Sheriff’s Office and attempted to report the two children, ages 3 and 4 as victims of a kidnapping.

Members of the Bates County Sheriff’s Office, Henry County Sheriff’s Office and the Missouri State Highway Patrol responded to the residence of the Ivlow’s. Both Ivlows were brought to the Bates County Sheriff’s Office to complete the investigation.

Additional charges are being reviewed by the Bates County Prosecutor on both subjects.

Ash Borer Emerges in Two Missouri Counties

ST. LOUIS, Mo - The tree-killing emerald ash borer is in two more southern Missouri counties. The discovery prompted the Missouri Department of Agriculture to place quarantines on the movement of ash wood products in those counties.

State ag officials said Friday that the insect has been identified in Bollinger and Pulaski counties. The quarantine prohibits ash tree products such as logs, lumber, compost, nursery stock and hardwood firewood out of those counties. It's part of an effort to slow the spread of the insect.

The emerald ash borer is native to China and eastern Asia. It was first detected in the U.S. in 2002 and is now in 15 states.

The insect was first discovered in Missouri in July 2008 in Wayne County. It has now been found in six Missouri counties.

Biodiesel Production Bounces Back

MISSOURI - Boosted by the Renewable Fuel Standard (RFS) and a federal tax credit for blenders, the U.S. biodiesel industry produced more than 1 billion gallons for the second straight year in 2012.

There were economic challenges for the biodiesel industry in 2012, says J.P. Dunn with the Missouri Soybean Merchandising Council’s field services.

“2012 wasn’t necessarily a terrific year,” he says.

With high soybean prices, 2012 “was tighter margin-wise,” Dunn says.

Dunn expects national biodiesel production to be above 1 billion again in 2013.

According to the National Biodiesel Board, headquartered in Jefferson City, U.S. biodiesel production jumped from 25 million gallons in 2004 to nearly 700 million gal. in 2008. It dipped to 545 million gal. in 2009 and 315 million gal. in 2010 before skyrocketing to 1.1 billion gal. in 2011. In 2012, national biodiesel production was just short of 1.1 billion gal., according to the biodiesel board and the EPA.

Missouri is a key biodiesel-producing state, with nine facilities that are National Biodiesel Board members. American Energy Producers in Tina has a plant capacity of 60 million gal., according to the biodiesel board.

Dunn says the RFS has helped with the growth in biodiesel production. The RFS is a federal program that requires a certain volume of renewable fuel to be part of the U.S. supply.

Dunn says the RFS has helped the biodiesel industry grow, as it requires companies to buy biodiesel. He says he believes in the free market, but the standard gives biodiesel a chance to take part in the free market.

“Let the free market work, that’s what our mindset is,” Dunn says. “But, when you’re talking about an oligarchy (in the petroleum industry) there can be barriers (to a free market).”

Dunn says as evidence of the effect of the RFS and the blenders tax credit, Conoco-Phillips recently built a 1-million-gal. storage tank for biodiesel at a major fuel terminal in Kansas City, Kan.

The blenders tax credit, which currently runs throughout this year, has also helped the industry grow, Dunn says.

“The idea was it helped us get our foot into the petroleum industry,” he says. “It definitely has been a successful program.”

Dunn says having biodiesel facilities in an area can help local livestock producers because of the soybean byproducts created.

“We would love to see (the tax credit) extended,” Dunn says. “It actually helps livestock producers . . . The more beans we crush, the more meal and hulls entering the market there.”

The Missouri Biodiesel Producer Incentive Fund has been another resource for the state’s biodiesel facilities. The fund provides 30 cents per gallon for the first 15 million gal. produced, capped at $6 million per biodiesel plant each fiscal year. Conditions of 51 percent or more Missouri ownership and use of at least 80 percent Missouri-originated feedstock must be met.

The fund, established in 2002, is sunsetting and applies only to biodiesel facilities in production by March 2009.

“The program did its job,” Dunn says. “The trick is we’ve had some tough economic times with the state budget. We have quite a bit of money built up in arrears.”

The state had to defer some of its payments, but Dunn says Missouri Soybean and other biodiesel groups have been working with the governor and Legislature to get the money paid.

Dunn says he is very confident the money will be paid eventually, but he “would like to see it sooner rather than later” so the state’s biodiesel facilities can invest the money in upgrades and expansions.

Dunn says biodiesel facilities in Kansas City, Mo., and Mexico have recently expanded production.

“Other facilities, to expand they need that money,” Dunn says.

While looking forward, Dunn is hopeful for a good crop of soybeans this year. Last year’s soybean crop was generally decent, particularly considering the drought conditions and compared to corn yields. But, Dunn would like to see better results this year.

“Beans weren’t hurt as much as corn (last year),” he says. “It still wasn’t great, but that hurricane that came through helped. We grew some soybeans. We’re just hoping for a bumper crop. That’s good for everybody.”

5 State Park Beaches Temporarily Closed for Water Quality Issues

MISSOURI BEACHES CLOSED: Five state park swimming beaches have temporarily closed for water quality issues, according to the Missouri Department of Natural Resources.

The state park beaches at Harry S Truman located in Warsaw, Lake of the Ozarks’ Grand Glaize beach located in Osage Beach, Pomme de Terre’s Pittsburg beach located in Pittsburg, St. Joe’s Monsanto Lake beach located in Park Hills and Wakonda located in La Grange are closed following results of water samples taken Monday that indicated bacteria levels higher than those recommended for waters used for swimming. Once tests from the public beaches indicate the bacteria levels are within the standard suitable for swimming, the beaches will reopen. The swimming beach at Mark Twain remains closed due to flooding conditions.

Harry S Truman, Lake of the Ozarks, Pomme de Terre and St. Joe state parks have a second designated swimming beach that remains open to the public. Visitors to Harry S Truman state park may stop by the office or fee booth to obtain a pass free of charge to swim at the campground beach. Visitors may also enjoy the beaches at Lake of the Ozarks’ Public Beach #1, Pomme de Terre’s Hermitage Beach, and St. Joe’s Pim Lake beach.

The department will post the information about the beach status on the website at dnr.mo.gov as well as mostateparks.com. For more information about Missouri state parks and historic sites and swimming beaches, visit mostateparks.com.

MoDOT Uses Robots to Mow Sides of Roadways

Mowers along highways in Missouri are now out in full force. And with grass along thousands of miles of roadways in the state, the Missouri Department of Transportation is always looking for new and easier ways to mow. This year, the department is unveiled a new remote-controlled mower.

MoDOT bought the Spider ILD02 remote-controlled mower for $40,000 this year.
The four-bladed robotic mower can be operated from up to 500 feet away and Missouri is one of the first states to use it.

“We’re just trying them out,” said MoDOT Maintenance Engineer Ken Warbritton. “It’s not very widespread yet, but it’s an interesting innovation. If it works out and is cost-effective and safe we will certainly be expanding their use if it’s feasible.”

MoDOT spent about $40,000 on the new piece of machinery. It’s called the Spider ILD02 and can reach places and steep embankments that big mowing tractors can’t.

While the robotic mower is an interesting invention, Warbritton says most of the mowing is still done with big mowing tractors. He also urges drivers to pay attention to any of those mowers along the sides of the roadways.

“We have advanced signs and in some instance escort vehicles. There’s a lot of different workers out there,” said Warbritton. “We appreciate the traveling public paying attention and slowing down for those operations.”
Warbritton says MoDOT spends between $24 million and $27 million per year on roadside vegetation control. That cost includes mowing and spraying herbicides.

UPDATE: Two Men Arrested in Statue Theft

INDEPENDENCE, Mo - Independence police have arrested two men in connection with the theft of a statue from an Independence museum last week. Police have not released their names.

One neighbor said he called police on Sunday after hearing loud noises from the home.

“It was very aggravating,” he said. “It was loud, hammering noises, grinding noises.”

Investigators believe the suspects pounded the statue with hammers, destroying it.

On Wednesday, employees at 12th Street Recycling said someone tried to sell them a brass statue, but manager Heather Hobbs said she refused to buy it. Hobbs said someone brought the statue to the center on Saturday, two days before it was reported stolen to Independence police.

Police are currently searching this home for the stolen statue.

Hobbs examined the metal and said it was virtually unrecognizable as a statue. Hobbs says it looked like the statue had been pounded out with a hammer.

She refused to buy the lump of brass when she recognized what looked like hands. She realized this could have been a work-of-art, and under a Kansas City ordinance, scrap yards are prohibited from buying sculptures or works-of-art.

At the time, on Saturday, no one knew the pioneer woman statue had been stolen.

Hobbs says she received an email from police on Monday afternoon and immediately contacted detectives. She says had she known about the stolen statue, she would have confiscated the metal.

The recycling center does have surveillance video and police have released photos to the public in hopes that someone will recognize who may have been trying to sell the statue.

She did say that the brass that used to be the statue of the pioneer woman was worth $578 in scrap. That’s what the center would have paid for it had workers not recognized what it was.

David Aamodt with the National Frontier Trails Museum said it had been their hope that the statue would have been returned in tact. Aamodt now says he hopes justice will be served.

Butler City Council Info

BUTLER, Mo - Mayor Don Malan and the City Council has passed a resolution, asking Governor Jay Nixon to veto house bills that would remove local control from wireless antenna sites and cost recovery for attachments on community-owned facilities.
In short, the Mayor and Council are saying that control of what is done to and on city poles should be left to the cities involved. This has to do with charges and so on to cable and telephone companies. The resolution will go to Governor Nixon.

The Airport Commission is still working on maintenance needs, but the main item is the job that will involve matching funds from federal and state sources to handle runway drainage improvements and a seal coat project, with the city’s share about $29,000.

And this item will be of interest to swimmers…the Council approved a suggestion from Trent Diehl, Public Works Director, that an ice machine be purchased for the Aquatic Center. He pointed out that buying packages of ice isn’t feasible, as it would require a place to keep it frozen and get more people involved in taking care of details.

He noted that not only is there a heavy need for ice drinks and other normal needs, but the lifeguards could use it for making ice packs and other first aid reason. The Council accepted the low bid of just under $2,000 for the machine.

And that’s the latest word from Mayor Don Malan and the Butler City Council.

MO State Fair Dreams Big With This Years Food Drive Industry Challenge

SEDALIA, Mo - The Missouri State Fair will be increasing its efforts to collect canned food this year as it joins in a challenge presented by its industry trade association. Fair Director Mark Wolfe said that members of the International Association of Fairs and Festivals have been invited to participate in its campaign, Dream Big, which has set an industry-wide goal of collecting 20 million pounds of food at fairs and festivals held in 2013.

“During the past two fairs, our food drive has brought in 20,000 pounds of food,” Wolfe said.

The special gate promotion will be offered again August 13, “Missouri Farmers Care Food Drive Tuesday, in cooperation with Ford and Missouri Farmers Care.” Adults and children bringing cans to the Missouri State Fair on August 13 will receive $1 off gate admission for every can donated, for up to half-off gate admission. Regular adult gate admission is $8, regular child admission is $2 for ages 6-13, and child admission is free every day for ages 5 and younger.

To help facilitate an upswing in the quantity of food collected this year, Missouri FFA and Missouri Ford dealerships will be involved, and collection days during the State Fair will be extended to include all 11 days.

Midwest Ford Dealers and St. Louis Ford Dealers will be collecting food at their locations now through August 12. Dealers will be giving a $1 off discount coupon for each can brought into their facility. The coupons can be redeemed at the Fair’s admission gates Tuesday, August 13.

A Canstruction® project will support the food drive again this year, serving as a visual reminder of food products that farmers bring to tables every day. A massive mural of the FFA emblem will be painted with nearly 6,000 yellow and blue cans of food and on display in the Agriculture Building August 8 through 18. Fairgoers will have an opportunity to purchase a can of food at the exhibit during the Fair and place the can in an unfinished element of the emblem; these monetary donations will go to the MFBA.

The 111th Missouri State Fair, themed “Chicks Dig It!” will be held August 8 through 18 in Sedalia. For more information about the food drive or the State Fair, visit www.mostatefair.com, follow the Fair on Facebook and Twitter, or call 1-800-422-FAIR (3247).

Cattle Theft Continues in Southwest Missouri

WILLARD, Mo - Greene County deputies continue to see an increase in cattle thefts.

The most recent happened Wednesday night. Seven cows -- four heifers and three bulls -- were taken from Clearwater farm. That's just off Highway 266 near Willard.

Jim Pipkin has more than 700 Black Angus cows. Thursday morning, he noticed three bulls were out of place and other cattle were mixed in the wrong pastures.

"You can tell it was a hurried project cause we never leave anything out like this."

Now authorities are investigating the disappearance of cattle that hold a value of more than $20,000.

"Panels were slung out. You can tell it was half-hazardly, just enough to get them on the trailer, get them confined and get them gone."

He and his family have been farming Angus cattle for the past eight decades.

"My dad found these fences cut when he started checking."

Now, for the fist time ever, Jim doesn't feel so secure about his livelihood.

"You feel violated for sure. You always feel you're immune to it because of the extra precautions you take."

On the night of June 12 and morning of the 13th, "probably about 8:30 to 7 a.m." the cattle were stolen.

"They basically lined up a trailer along the fence line and took panels off here and the building up there and made a semi corral here."

Jim says the thieves entered through the gate just off Highway 266, then through a pasture where they cut a fence, which knocked out high voltage electricity for almost three quarters of a mile.

"They had to have had insulated tools, or gloves or had done it before."

Someone has done it before. About a year and a half ago, Jim's fence was cut, but no cows were stolen -- unlike his neighbors just down the road.

"You know the sense of rage they feel, dealing with the parasites of society as far as I'm concerned."

And Jim feels his cows are gone for good, out over $22,000, and fed up with what's been happening to him and the rest of the local cattle farmers.

"Sure we'd like to have them back, but I want the people that did it more than I want the cattle."

And Jim did mention each cow at Clearwater farm is tagged and tattooed, so he feels the cows can only be sold out of state.

As for insurance on the cows, Jim only has a flat coverage plan. He said having insurance on each head of cattle would just be too expensive.

Andrew County Fair in Full Swing

ST. JOSEPH, Mo - It's a busy week at the Andrew County Fair.

Food, horses, plenty of livestock and a good time are all a part of the history at the fairgrounds in Savannah.

Organizers say they have fair records that date as far back as 1917. Keeping the fair going is as much for tradition as it is in keeping up with the fun.

"It's the place to meet where everyone would come to gather," said Wayne Duncan, Andrew County Fair Board President. "Nowadays it's a tough competition because everybody is so busy. There's ballgames everywhere and everything else going on. We really try hard those of us involved with the fair board, the livestock committee, 4H, to keep this part of our community alive and keep it going.

The fair will be dark for tomorrow and Monday, but then kick back into gear on Tuesday with lots of livestock events scheduled throughout the week.

The fair runs through next Saturday.

Springfield Shocked by Flash Flood

SPRINGFIELD, Mo. - Nine to ten inches of rain fell in the span of about two hours yesterday in parts of Greene County, creating flooded roadways and stalling cars.

"It's been chaotic," says Springfield Fire Department Rescue Specialist Jeff Elliott. "Mostly it's been checking on people who have tried to drive through flood water. There have been people calling in and saying 'I'm stuck here or someone is stuck there.'"

The Springfield Fire Department was extremely busy-- staging its water rescue vehicle on the south side of town after darkened skies moved into Greene County bringing thunderstorms and a lot of heavy rain.

"The storms just exploded over the southern part of the city," says National Weather Service Meteorologist Steve Runnels. "Up until about one 1:00 p.m. we had nine to ten inches of rain in some parts."

Raindrops turned to puddles and before the blink of an eye roadways and cars were underwater.

"Even though your vehicle is heavy, the water is buoyant and can lift you up in your car and that's how you lose traction and get blown off the side of the road," Elliott says. "And you can get into trouble that way."

"It really takes no water to impact a car driving across the roadway," says Larry Woods with the Springfield/Greene County Office of Emergency Management. "A few inches of rapidly running water is enough to float a car and wash it off the road."

The downpours put quite the damper on Greene County-- prompting the National Weather Service to issue an emergency flash flood warning.

"As the rainfall continued to pile up, we issued a flash flood emergency," Runnels said. "This was a very incredible heavy rainfall event that happened to strike south Springfield."

And as the rain continues to fall, officials want to get one main message across-- if you see water, turn around and don't drown.

"Don't drive through flood water," Elliott says.

"The rule of thumb is very simple," says Runnels. "If you ever see an area of water that covers the road-- turn around, don't drown."

Officials say it's very important for families to be prepared and have a plan whether that's evacuating or just putting valuables in a safe place where they won't get damaged by flooding.
