Butler City Council Meeting

BUTLER, Mo - The Butler City Council met on Tuesday, March 18th with Council approving the minutes and payment of bills.

A training request from Fire Chief Jim Henry to attend the State Emergency Management Training session in Concordia was approved.  It will be a training on a new Regional Homeland Security Oversight Committee funded ID machine that will go on line soon.  They are changing the program and will replace the current system.  The Council approved this request.

City Clerk Casey Koehn recently the Annual Missouri City Clerks and Financial Officers Association meeting where work comp and payroll issues were discussed.  Also discussed was the Pole Bill, which is on the Governor’s desk for approval or dismissal.  No final numbers have been assessed on the charge per pole at this time.  Butler is currently receiving $8.50 per pole and that amount could either increase or decrease, just waiting on the final outcome of the bill.

Lee Anna Schowengerdt, Executive Director of the Butler Chamber of Commerce, told the Council the Chamber had been approached by the Culpeper Merriweather Circus that would like to join the weekend events of the Chamber Huckster Day and BBQ on September 5th and 6th and would set up on the Butler Fair Grounds on Sunday, September 7th.  The initial cost would be $290 with that money returned in the sale of tickets.  Mayor Malan said the circus was here some years ago and had a very good show.  The Council approved the Chambers request.

Ordinance No. 987 was approved this is the budget for fiscal year 2014/2015. Ordinance 988 was an addition to the agenda regarding an addition to the 2013/2014 budget in the amount of $112,291 to be used for membranes for the water plant and a bucket truck.  The Council approved Ordinance 988.

The Council also expressed their gratitude to the Finance Committee and City Clerk Casey Koehn for all the hard work that was done on the completion of this year’s budget.

The Council also approved Resolution No. 410 changing the option for the Missouri Local Government Employees Retirement System which was a requirement from Lagers.

The Parks and Recreation Board met and are in the process of finalizing the dates and times of summer swimming lessons.  The Park Board is checking into the procedure for having private lessons and will report back to the Council with their recommendation in April.

The Airport Commission met to open and discuss the bids for the Airport runway project and will report to the Council at the next meeting regarding the bids.  City Clerk Koehn also noted she had been approached by Chris Hall, Airport manager regarding the time the runway would be closed to complete the project which should be around 60 days.  He stated this is the height of the airports season and wanted to know if perhaps the project could be delayed until later in the year.  Koehn asked for permission to speak with MoDot and see if this delay would even be possible and if there would be an additional cost if this delay was done.  She will report back to the Council on her findings.

Police Chief Randy Beshore reported to the Council the Butler Police Department received a grant from The Highway Safety Office.  The grant is for the Youth Seat Belt Enforcement Campaign.  Under the Graduated Driver’s License law teens are required to wear their seatbelt.  The Butler Police will be conducting a Seatbelt/Driver’s license check point during the week of March 24-28 2014 in the area of the High School.

City Attorney Tom Addelman presented proposed City Ordinances regarding texting and driving.  After discussion and clarification Mr. Addelman will reword the ordinance and bring it back to the Council for their review.  The Council also asked Chief Beshore how the Police Department would enforce this ordinance and Chief Beshore stated it will be very difficult to enforce.  The Council will discuss this at their next meeting.

Request for bids were sent out for fiscal year 2014-2015 for the street project $1,085,000 10-year term at a fixed rate.  Community First Bank came in with the lowest rate and approval was given to accept their bid.

Next Council meeting will be Tuesday, April 1st.
