Update On House Bill 1901 - Market-Based Medicaid

JEFFERSON CITY, MO—House Bill 1901, which changes the laws regarding Health Care coverage through market-based Medicaid services, was introduced in the Missouri House of Representatives in mid- February and is now being heard by the House Government Oversight and Accountability Committee.

“Medicaid is a complex topic with many components.” Representative Randy

Pike commented. “The current Medicaid plan offers limited incentives for participants to make healthy and cost-saving choices. Emergency Room care is misused. Eligibility for the current Medicaid system excludes most of those working from health care coverage. These are just a few of the issues this bill addresses.”

A summary of the bill follows:

1. Requires Able-Bodied Participants to Work if They Are Physically Able to Do So.

2. Makes Medicaid Fiscally-Sustainable Over the Long-Term.

3. Incentivizes Participants to Pick Cost-Effective Plans.

4. Discourages Misuse of the Emergency Room.

5. Encourages Preventive Care and Services.

6. Requires Participants to Pay Reasonable Premiums for Medicaid Coverage Equal to at Least One Percent of Their Income.

7. Requires Companies Offering Insurance through Medicaid to Compete on Price.

8. Requires the Offering of Medicaid Insurance Plans, Which Include Health Savings Accounts for Participants.

9. Ends Fee-for-Service Medicaid for Healthy Participants - A System which Increases Chances for Waste

10. Removes Disincentives to Work that Exist in the Current Medicaid.

11. Improves Results and Costs for Missourians with Disabilities and Other Complex Medical Conditions.

12. Requires a Person found Guilty of Substance Abuse While Obtaining Benefits from the MOHealthnet Program, to Complete a Treatment Program in Order to Continue their Eligibility for Medicaid.
