JEFFERSON CITY, MO –The House and Senate have been very busy finalizing the Fiscal Year 2016 State Operating Budget to send on to the Governor. An important change for Education will be the budget adjustments and addition of restrictive language to move Missouri toward new education standards and away from Common Core.

Additional highlights in the Legislative Update.
House and Senate Reach Agreement on Fiscal Year 2016 Budget (HBs 1 – 13)

After several long days of negotiations and discussion, the House and Senate finally worked out their differences and gave final approval to the Fiscal Year 2016 state operating budget. The bills now move to the governor’s desk a full two weeks ahead of the constitutionally-mandated budget deadline.

During the budget process, the Senate made significant changes to the House version of the state spending plan, including a lump-sum budgeting approach that included 4 to 6 percent cuts to health, mental health and social services programs. These changes drew the scrutiny of some on the House side and even lost the backing of leadership in the Senate as negotiations progressed. The final version of the budget approved by both chambers moves much closer to the original House spending plan, but does take some fiscally responsible steps to rein in the growth of the state’s social welfare programs. The final version of the budget does include the Senate’s plan to move Missouri’s Medicaid population to a system of managed care, but the transition will occur slowly and only after the plan has been reviewed.

The $26 billion spending plan that will take effect on July 1 of this year does include record levels of funding for elementary and secondary education. In total the state is now spending just under $5.8 billion on public K-12 schools, which represents more than 22.2 percent of total state spending. More than $3.2 billion of that funding is state general revenue, which represents more than 36 percent of the $8.85 billion state dollars over which the legislature has direct spending authority. The budget also includes significant boosts to several important education programs, and sizeable funding increases to the state’s public colleges and universities.

Some of the funding highlights contained in the FY 2016 budget include:

· An additional $84 million for the School Foundation Formula for K-12 public education;

· An increase of more than $2.4 million to the Parents as Teachers Program;

· Full funding for virtual education;

· Funding to create a state dyslexia coordinator;

· A $12 million increase for performance funding for Missouri’s public institutions of higher education;

· More than $5 million in new equity funding for Missouri’s two-year colleges;

· Funding to establish a state military advocate;

· A 3 percent funding increase to providers who care for elderly and developmentally disabled Missourians

· A 3 percent provider rate increase for autism projects; and

· Additional funding for MoHealthnet adult dental benefits.

House Sends Unemployment Reform Legislation to Governor (HB 150)

The governor will have the opportunity to sign legislation that supporters say will keep Missouri’s system of unemployment financially stable. House members gave final approval this to a bill that would link unemployment benefits to the rate of unemployment, and ensure the state keeps more money in the unemployment trust fund.

Supporters of the bill said it is meant to protect the state’s unemployment system from insolvency in the event there is another economic downturn. Missouri is the only state that has been forced to borrow money from the federal government to pay for unemployment benefits during each of the last five economic downturns. Borrowing federal dollars has the added negative impact of taking away a portion of a federal tax credit businesses normally receive. The legislation is designed to make sure the state has enough money in its unemployment trust fund so that businesses don’t have to pay a penalty. Specifically, it would increase the minimum amount of money in the fund before employers’ contribution rates decrease. For example, Missouri businesses would see their contribution rates decrease by 12 percent if the fund has a balance greater than $870 million.

The bill also ties unemployment benefits to the average unemployment rate so that more benefits are available when unemployment is high. If the state were in a position of high unemployment (9 percent or higher) benefits would be available for 20 weeks. In periods of low unemployment (lower than 6 percent) benefits would be available for 13 weeks. Supporters noted that a similar system is already in place in states like Georgia and Florida. They call the change an important step toward ensuring Missouri can afford to help its citizens during times when they are without work.

The bill lost some support in the House after key changes were made in the Senate. Several House members who had supported the House version of the bill changed their votes to no because of a Senate amendment that would define severance pay as wages. Opponents said the change would make it even more difficult for unemployed Missourians to obtain the financial support they need to pay their bills and keep food on the table.

The governor now has the option to sign or veto the bill. The legislation received 88 yes votes in the House, which is 21 votes short of the number needed for a successful veto override.

Teacher Appreciation Week

CASS COUNTY, Mo – The Harrisonville School District, along with districts around the nation, will celebrate Teacher Appreciation Week May 4-8. Several activities are planned both on the district level and within the buildings to show teachers that the work they do each day is greatly appreciated.

The community is also encouraged to show teachers appreciation. Some possible ideas include:

1. If you see a teacher in the grocery store, at the post office, or at a restaurant, take time to thank them for teaching our youth.

2. Parents and community members could write thank you notes to let teachers know you appreciate the work they do.

3. Businesses could post signs in their windows or in front of their office thanking teachers during the week.

4. Business owners could provide a discount to teachers during Teacher Appreciation Week. (The district puts together a discount card. To be a part of this, contact Jill Filer at jill.filer@harrisonvilleschools.org or 380-2727, ext. 1224)

5. Civic organizations, businesses, or churches could adopt a building and provide small appreciation gifts or snacks for the teachers.

Take Back Unwanted, Unused Or Expired Drugs

BATES COUNTY, Mo – On May 16th from 10 a.m. to 2 p.m. you will have the opportunity to rid your homes of potentially dangerous expired, unused or unwanted drugs by taking them to the Bates County Health Center at 501 N. Orange St. in Butler, they will not accept any syringes or inhalers. The service is free and anonymous, no questions asked and provided by the Butler Police Department, the Bates County Sheriff’s Office and the Bates County Health Center.

The Health Center is unable to accept unwanted, unused or expired drugs at any time other than the specified event date of May 16th from 10 a.m. to 2 p.m. If you are unable to bring your unwanted, unused or expired drugs to this event, they may be dropped off at any time in the permanent drug take back box located in the lobby of the Butler Police Department, 309 N. Fulton in Butler.

This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, Americans are now advised that their usual methods for disposing of unused medicines—flushing them down the toilet or throwing them in the trash—both pose potential safety and health hazards.

Take your unwanted, unused or expired prescription or over the counter drugs to the Bates County Health Center on Saturday, May 16th.

Initiative Petition Relating to Voting Eligibility of Individuals Convicted of a Felony

Jefferson City, Mo. — Secretary of State Jason Kander announced an initiative petition relating to voting eligibility of individuals convicted of a felony met state standards for circulation and approved for circulation for 2016 Ballot.

The official ballot title for initiative petition 2016-033 reads:
“Shall the Missouri Constitution be amended to allow individuals who have been convicted of a felony or are in prison to be eligible to vote, unless such individual has been convicted of treason or a voting-related felony?”

It is estimated this proposal will increase state government costs up to $285,000 annually or $57,000 per election, and have an unknown increase in costs for local governmental entities.

The petition, which would amend Article VIII of the Missouri Constitution, was submitted by Angela Daniels, 934A North Newstead Ave., St. Louis, MO 63108.

Before any statutory changes can be brought before Missouri voters in the November 2016 election, signatures must be obtained from registered voters equal to five (5) percent of the total votes cast in the 2012 governor’s election from six of the state’s eight congressional districts.

Signatures on behalf of all initiative petitions for the 2016 ballot are due to the secretary of state’s office by no later than 5 p.m. on May 8, 2016.

Before circulating petitions, state law requires that groups must first have the form of their petition approved by the secretary of state and attorney general. The secretary of state then prepares a summary statement of no more than 100 words, and the state auditor prepares a fiscal impact statement, both of which are subject to the approval of the attorney general. When both statements are approved, they become the official ballot title.

According to Vernon County Sheriff Jason Mosher, deputies had attempted to serve the arrest warrant but could not make contact with Reed at her home. After several failed attempts, an undercover investigator was able to get Reed to come to the door thinking the investigator was someone other than law enforcement. “You don’t normally think of role playing or acting as something needed in law enforcement, but sometimes that’s how we get the job done,” said Mosher.

Reed is being held in the Vernon County Jail on a $15,000 cash only bond.

We Need Your Help - Family of Five Looses Everything in House Fire

BUTLER, Mo – Many times tragedy happens to someone else, we don’t think about it and our world isn’t affected. This was not the case for fm92’s morning DJ Diane Bartels. Monday she received a telephone call that completely changed her world. Her daughter Sarah Chamberlain’s house caught on fire Monday afternoon and everything that Sarah, her husband and their three children, Myra, 5; Pierce, 3 and 1 year old Ellie had was lost.
chamberlain children

How would you feel if you woke up this morning with only the clothes on your back? What items you use each day that you take for granted? Such is the case with the Chamberlains.

The family has an immediate need of personal hygiene products like deodorant, shaving cream, razors, soap, shampoo, tooth brushes and tooth paste. The children need size 4 diapers, hair brushes and hair ties, diaper rash cream, baby powder and wipes and a few toys for the children to play with.

Children don’t understand why their favorite toy they have grown to love is gone. Myra likes anything to do with the movie “Frozen; Pierce loves trucks and Ellie just likes toys she can hold in her hand. They DO NOT need clothing or furniture, just personal items.

A gofundme account for monetary donations has been set up under the name “the chamberlains recovery fund.” If you can’t donate personal items, then perhaps you can make a donation in any amount, which will be greatly appreciated.

Fm92 has set up a box in the lobby and we will make sure that any and all donations will get to the family. Take the time to pay it forward; it might be your family tomorrow that is in need.

The Water District Boil Water Order Issued last Friday for Water District #5 has been lifted.

Boil Water Order Has Been Lifted

Last night the Butler Bears track team traveled to Archie for a beautiful night to compete. For only the second time all season, our squad was full strength. Knowing that we would have everyone, our goal was to spread athletes out and try to score as many points as possible.

As a team the boys place 3rd scoring 100 points. The top 8 athletes in each event earned their team points. These are those athletes:

100m Dash – Geoffrey Algiere – 6th place

Long Jump – Kaleb Kauffman – 3rd place

Triple Jump – Kaleb Kauffman – 5th place

Dylan Morris – 8th place

Shot Put – Ben Holt – 5th place

As you can tell we had a lot of kids score points in this meet. Our main goal was not to “stack” events and strictly win, but to spread out athletes and try to score as many points as possible. With this in mind, the boys did exactly what I wanted them to do. As a team, we scored in all events but 3, out of 19. This is a good indicator of where our team stands with conference and districts right around the corner. We travel to Lamar on Thursday 23rd.

New Council members were sworn in Tuesday evening by City Administrator Casey Koehn as the April 7th Municipal election was certified by Marlene Wainscott, Bates County Clerk. Sworn in was Brian Phillips from Ward 1; Gayle Stark from Ward 2; Craig Irwin, Ward 3; and Carolyn Jett, Ward 4.
council 042

Casey Koehn updated Council on the demolition project. The contract was signed and demo should begin soon. All asbestos has been removed from all properties. There was quite a bit of discussion regarding two separate properties that still have unpaid back taxes. The first property is at 307 E. Pleasant whose taxes are $213 and the old Miller Florist property on Nursery Street, owing $1,167 in back taxes. Motion was made and seconded for the city to pay both property taxes using grant money but the motion failed; some members felt they didn’t want to pay the taxes on the property on Nursery Street. A second motion was made and seconded to just pay the back taxes on the property on Pleasant Street, and that motion passed.

Casey has a contract from Burns and McDonnell regarding the drainage project at the Airport. The Airport Commission will consider the contract at their next meeting and the findings will be reported back to Council in May.

There will be City Council Training on May 2nd with Joe Lauber hosting the training session at Bates County Annex on the Butler Square.

Casey has spoken with Darin Carter and the School Board has the real estate contract for the Maple Senior Living building. There will be an inspection on April 23rd but no problems are expected.

Casey also updated Council on the pole fees Century Link is currently paying in the amount of $8.50; but a bill was passed in Missouri Congress and there will be a review of the costs for poles and this will be reported back to Council upon completion of the survey.

The Council did a reversal regarding reservations in City Parks. Originally it was a first come, first serve except for major holidays but now the reservations will be made at the City Hall and Casey will start the process to take care of reservations.

Brad Vermaas told Council there was some confusion during the last tornado warning regarding designated shelters. He suggested the City place reflective signs on designated shelters for people to know where to go. Signs will be placed on designated shelters.

Council voted to renew their membership in the Kaysinger Basin Regional Planning Commission and all council members welcomed the new additions to the Council

New CEO at Ellett Memorial Hospital

At their regular monthly board meeting, the Ellett Memorial Hospital Board of Directors voted to take the Hospital in a new direction. They terminated the contract of Chief Executive Officer Ray Magers, who has been employed as CEO since April 2010.

The Board also appointed Chief Financial Officer Tom Hollis to the position of interim CEO. He will perform both duties during this transition. As a result, the Board has contacted an attorney from the Missouri Hospital Association concerning the legal responsibilities of the hospital in regards to the procedures for seeking managerial services.

The Board signed a non-binding letter of intent with Citizens Memorial Hospital in Bolivar to investigate adding services, medical staff and possible management services for Ellett. CMH is already in a collaborative agreement with EMH, which is necessary for Ellett to qualify for Critical Access designation. This CAH designation is the program that has allowed EMH to continue operating for the last 20 years due to an increased Medicare and Medicaid reimbursement system.

They’re Here

BATES COUNTY, Mo – Barbara Burch of Butler knows as “The Hummingbird Lady of Bates County” has confirmed to fm92 news that the Hummingbirds have arrived in Bates County. She offered these suggestions if you plan to use a hummingbird feeder in your yard.

Mrs. Burch stressed that food coloring, honey or artificial sweeteners should not be used in your hummingbird feeders. The specific use of food coloring has been reported to damage the kidneys of the hummingbirds. You are encouraged to also clean your bird feeder each season.

The best nectar recipe is:

1 part sugar

4 parts water

Boil the mixture for 1 – 2 minutes and then cool in the refrigerator before you use it. Always store any leftover nectar in the refrigerator.

Barbara Burch is also available for clubs and organizations as a guest speaker on behalf of the hummingbird.

Mrs. Burch also mentioned the dogwood in southern Missouri is in full bloom and very beautiful at this time.
